Description

This solicitation will be available for downloading from our website beginning approximately 23 October 2000. Prior to this date, you will not be able to access this solicitation. When available, copies of this solicitation can only be obtained from the NSWC, Indian Head Division Internet web page. To register for this solicitation, you must e-mail the following information directly to Michael L. Burch at burchml@ih.navy.mil. Solicitation number (in subject line of your e-mail); name of the requestor; organization name, address, telephone and fax number; and your e-mail address. Use your e-mail read notification feature to confirm the Contract Specialist's receipt of your registration. The information will be obtained for the bidders list. The bidders list will be issued to all interested parties once the solicitation has been released. The government is not responsible for any undelivered e-mail transmissions. It's the requestor's responsibility to periodically check the IHDIV Contracts Division website for current status of solicitations and amendments. Once the solicitation has been issued on the internet, the contract specialist will send an e-mail message to the registered requestors informing them that the solicitation is now available for downloading of the internet. The Indian Head Division, Naval Sea System Command is seeking mature fuze concepts that can be developed and integrated into the existing SABRE System to meet the system mission safety and performance requirements. As such, this will be a two-phase contract. Phase I will require the contractor(s) to develop their concept into a preliminary design. This preliminary design work will also include the manufacture of three (3) prototype systems for testing. The government may select one or more contractors for this phase, but not more than two. Upon completion of Phase I, the government will select one contractor for continued development. Phase II (option) of this contract will require the selected contractor to complete his development effort, build four (4) systems as final prototypes, conduct final prototype test, present the completed detailed design at a Critical Design Review (CDR), build twelve (12) first article fuzes, fully test the first articles, develop full technical documentation and produce and test 40 qualification fuzes in accordance with the Technical Documentation Package. Award shall be based on "best value". Evaluation Factors are (1) Offeror Submission, (2) Offeror Capability and (3) Price or Estimated Cost and Fee. Under the Offeror Capability the offeror will be evaluated on the following: (1) Ability of the Proposed Concept to meet the Government's needs, (2) Understanding Key Elements of the Developmental Process, (3) Experience and Technical Capability, (4) Management and Personnel Resources, (5) Past Performance, (6) Facilities, (7) Understanding of the Work (Oral Presentation). Oral presentation will be determined by the Government, if necessary to further assess offeror capability/understanding of the work. This procurement will be full and open with an evaluation preference for Hubzone SB 10%. The FSC is R425, the Sic Code is 8711, and the size standard is $20 million.
