PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR PURPOSE: The purpose of this personal services contract position is to coordinate training, safety and operational issues. II. Scope of Work: The Contractor shall: Work with the CNP Air service's senior staff to create and update a five year training plan for the CNP with short term (two year) and long term (five year) goal. Based on the CNP's Air service mission, determines the exact requirement for the air service: i.e., what aircraft and how many pilots and co-pilots needed to complete task a above. Identifies best training resources to meet the CNP training requirements. Determines training needs which can be performed in the US or Colombia and by what means: US or Colombian, military or commercial trainers etc. Is avialable to assist in planning and designing courses and training plans to allow CNP pilots to do all emergency procedures for helicopters (following US military training standards): to include flying with instruments (IFR) and night vision goggles (NVG), thus insuring that CNP pilots use flight tactics and timing not possible under present structure. Reviews all safety, standardization and flight evaluation programs to ensure that pilots in the field maintain familiarity with emergency procedures and other standards. Advises on training of pilots in air tactics in a counter insurgency situation. Assists in end use monitoring of international narcotics control program assets and commodities provided by the USG. Provides monthly reports on work activities to the NAS through its program officer. Reports on a regular basis to the NAS program officer. May be called upon to serve as a contracting officer's representative (COR) in key equipment acquisitions and training contracts. (If necessary, NAS will provide training in this function). Must be available for frequent travel, by both commercial and CNP aircraft, to various sites in Colombia and the US, as duties may require. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Must be a U.S. citizen, must demonstrate the ability to communicate effectively in Spanish (S-3/R-3 level). Must be able to obtain a secret security clearance. Completion of high school is required. College is highly desirable. Must be fluent in English and capable of preparing reports in English at a technical level. Previous USG experience (particularly military experience) is highly desirable. Fifteen years as a helicopter pilot. Management level experience in logistics, planning and tactical operations is required. Good Spanish language communications skills to maintain effective liaison with CNP's air service staff. Ability to perform duties with minimum supervision and to take initiative and handle host nation liaison requirements. V.
