Description
The National Institute of Standards and Technology (NIST) Magnetics Group, Magnetic Recording Metrology Project, requires the following. Specific tasks include, 1) the operation and maintenance of an ultrahigh vacuum system integrating magnetic film deposition and characterization techniques such as MCE, LEED, Auger, MOKE, and spin-polarized electron spectroscopy; 2) work on a magnetic standards program and clean room fabrication of lithographically defined advanced standards, 3) design of advanced GMR based sensors for remote imaging of currents in microchips, 4) advanced techniques for remote manipulation of logic levels in microchips. Successful completion of the project requires a strong background in ultrathin film magnetism, surface physics, critical phenomena, ultrahigh vacuum technology, low noise analog electronics magneto and electron optics, programming in c++, Visual Basic, Labview, MathCad, cleanroom/lithography experience, magnetometer theory, electromagnetic modeling, and leading a collaboration between industry and Government. Interested sources proposing to supply the specified services must submit a written qualification statement clearly establishing capability to meet the above requirements within 15 days from the date of this synopsis. The qualification statements will be used to determine the need for competitive bids. In the absence of other qualified sources, it is the intent of the Government to negotiate a sole source contract under the authority of 41 U.S.C. 253(c)(1) with Dr. C.S. Arnold, 606-690 West 84th Way, Arvada, CO 80003 as this source is considered to be the only responsible source and no other source will satisfy agency requirements. Responses are due via mail or FAX by October 10, 2000. No RFQ package is available. This procurement is being conducted per Simplified Acquisition Procedures FAR Part 13 (NTE $100,000).
