Description

DRAFT ACQUISITION SUMMARY FUEL INJECTION PUMP TEST STAND The requirement is to Upgrade an A8020 Fuel Injection Pump test stand (FITS) System consisting of the test stand, a Chiller, a Flow Console, and the various accessory Kits specified in the Description for Purchase. The A8020 FITS shall be rebuilt to include current state-of-the-art technologies in the drive motor system and the computer control and display systems. The software shall be replaced by current state-of-the-art, Windows based systems that provides the necessary control and display requirements, self-diagnostic testing, operator controlled FITS systems trouble shooting, operator self-training, and a modem for interface with Personal Computer (PC) systems. Components not replaced as a part of the rebuild effort shall be tested and inspected to determine their ability to function in accordance with the rebuilt systems requirements stated in the Description for Purchase. The rebuilt test stand shall test fuel injection pumps. The acquisition will be a three year Service requirements contract, with 3 years of ordering periods. The maximum quantity for the 3 years will be 37. The Request for Proposal will be issued as a Best Value. The evaluation factors will be Technical, Price, Past Performance, and Small Business Participation. The estimated issue date is 27 Oct 2000. Estimated closing date is 28 Nov 2000. This solicitation will be issued Electronically in accordance with FAR 4.501, 5.102(a)(7) and 14.205-1(c) therefore hardcopies will not be provided.
