- Description
- The U.S. Environmental Protection Agency intends to negotiate a sole source purchase order with Eurest Dining Services, 301 N. Tryon, Charlotte, NC for continued cafeteria services using simplified acquisition procedures. Eurest currently provides cafeteria services for the Environmental Protection Agency in Research Triangle Park, NC. The period of performance is anticipated to be 18 months starting November 16, 2000. This will include a 12-month base period and six (6) one month option periods. The current contractor will continue to operate the cafeteria in the existing EPA buildings but will also be responsible for phasing-out the current cafeteria services in early 2001 with a limited food menu until it is completely closed. The use of any other source other than Eurest would result in substantial duplication of costs to the Government. It is conducive to continue these services with the same contractor because Eurest has gained the institutional knowledge of operating and phasing out of EPA cafeteria services, gained knowledge of required menus and the operation of onsite equipment, gained knowledge and ability on the efficiencies of operating and phasing out EPA cafeterias and Eurest staff is already trained for such tasks. Substantial duplication of costs to the Government is not expected to be recovered through competition. EPA believes that Eurest is the only vendor capable of satisfying the Government's requirements as stated above. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy Agency requirements." Interested persons seeking to challenge the sole source justification must present, in writing, clear and convincing evidence of their capability to provide the requirements within 15 days after the date of publication of this notice. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of an RFP will be ignored. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. The intent of this synopsis is to determine if a comparable source(s) is available and more advantageous to the Government. No RFP is available.
