- The purpose of this advertisement is to solicit offers for supplying refuse collection and disposal service to the Curlew Job Corps Center near Curlew WA in accordance with the following specifications. Offers should be made on a per month basis. DESCRIPTION -- SPECIFICATION -- WORK STATEMENT A. SCOPE OF CONTRACT The services covered in this contract are for the furnishing of all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform the collection, removal and disposal of refuse at the sites set forth herein, in strict compliance with the terms, specifications, conditions and provisions of this solicitation. TECHNICAL SPECIFICATIONS A. Collections The Contractor shall make systematic collections of refuse from designated collection stations in accordance with the following schedule, unless otherwise mutually agreed upon in writing by the Contractor and the Government. Pickup days may be adjusted to accommodate legal holidays and those observed by Ferry County workers' schedules. July September Scheduled Pickup Day All Collection Stations Tuesday Mess Hall Tuesday, Thursday & Saturday Dormitories Tuesday and Saturday October -- June All Collection Stations...... Tuesday Mess Hall & Dormitories...... Tuesday & Friday Collections shall be made from designated stations between the hours of 7:00 a.m. and 4:30 p.m. B. Collection Points Individual collection points are located within the Curlew Job Corps Center. Approximately 28-29 collection points will require refuse disposal service at the frequency specified above. During the winter months the collection points may become inaccessible due to heavy snowfall. If this condition exists, the Government will remove the snow or move the collection points so they will become accessible. at no expense to the Contractor. C. Disposal of Refuse 1. Refuse collected under this contract shall be disposed of at an approved sanitary landfill. 2. The Contractor shall furnish upon request of the Contracting Officer a certified true copy of permit, license, or authorization given the Contractor by the Health Officer or Department having area jurisdiction to dispose of refuse collected under this contract. D. Handling All removal of refuse material shall meet the minimum functional standards for solid-waste handling as required by Washington State Environmental Protection Agency Monitors (Chapter 173-304 WAC). E. Cleanup The Contractor shall be responsible for the cleanup and removal of any refuse left on the collection stations which result from the Contractor's loading or trucking operations during the performance of this contract. Any scraps dropped in loading shall be picked up by the Contractor. F. Alternate Containers The Contractor may elect to replace the containers at the Center. However, such replacement containers, MUST be approved by the Washington State Game Department as bearproof. The Certification by the Washington State Game Department MUST be presented prior to installation. The Contractor shall place all Job Corps containers in their designated location at the end of the contract. The Job Corps Center has bearproof containers in accordance with Washington State Game Department requirements. If the Contractor chooses to use their own containers, such containers must be certified as bearproof by the Washington State Game Department. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are herein being requested and a written solicitation will not be issued. This solicitation is a Request for Quotes RMAST-00-138 and this document and incorporated provisions and clause are those in effect through Federal Acquisition Circular 97-19. The Standard Industrial Code for this work is 5083 and the small business size standard is no more than 100 employees. Offerors should provide lump sum pricing, FOB Destination, covering the supplies specified.
