- ON- DEMAND MOVING SERVICES -- THIS ORDER IS SET-A-SIDE FOR SMALL BUSINESS [General.] The U.S. Department of Justice (DOJ) requires office moving and miscellaneous transport services ("the services") during Fiscal Year 2001 (October 1, 2000 through September 30, 2001). The services are needed on an "on-demand" basis, with no guarantee of a minimum number of orders or total man-hours. The Contractor will provide the services in 22 [or more] office buildings within the Washington metropolitan area. There will be occasional transport requirements involving the conveyance of bulk materials to locations outside Washington, DC, but within 50 miles of the city. [Experience.] The Contractor will provide laborers who are experienced in the handling of standard office furniture, computers, office machines, and file cabinets. The required services include padding, packing, and transporting such property and positioning it at the destination. The Contractor is required to provide the necessary trucks, drivers, laborers, moving equipment and packing materials on the date and time designated by the DOJ scheduler. The Contractor's employees must have experience in moving operations and the efficient and proper use of moving equipment including dollies and stevedors. Failure to provide the quantity of trucks and manpower, and have available all equipment necessary to accomplish the job, may result in termination of the contract. All drivers must have valid drivers licenses to operate large (16 ton) trucks in the Washington metropolitan municipalities. Where required, drivers must possess an appropriate Commercial Drivers License (CDL). All driver operators must also be experienced in moving services and participate in the performance of these services. [Scheduling.] The Government will provide specific information concerning each move, including service date, move location and destination, and the name and phone number of an agency contact. Generally, two to six movers are required for each task order. Each task order placed by the DOJ will have a three (3) hour billing minimum. The Contractor will be responsible for the clean-up, removal, and disposal of all materials associated with each move service upon its completion. The DOJ will provide 24 hours notice prior to the start time for each task order. For extensive requirements, the DOJ will provide three business days prior notice. [Hours of service.] Moving services are required weekdays between 8:00 a.m. and 5:00 p.m. There will be occasional requirements for weeknight services between 5 p.m. and 11 p.m., and an occasional requirement on Saturdays between 8:00 a.m. and 5 p.m. Specific starting vary from task order to task order. The DOJ will provide 24 hours notice prior to the start time for each task order and three business days notice prior to extensive requirements. [Security Requirements.] Employees assigned to work under this requirement must have clear backgrounds that will enable them to pass National Crime Information Center (NCIC) background checks. These background checks are required for non-DOJ employees to gain access to Department of Justice facilities. Individuals who cannot pass NCIC background checks will be unable to access DOJ facilities and are therefore unsuitable for work under this moving services requirement. [Uniforms.] All Contractor employees must wear a company work uniform and identification badge with an affixed picture of the employee. The uniforms should be appropriate for moving work. Uniform style and color should be the same for all employees. The Contractor shall also provide suitable safety-shoes for all employees. [Staff Wages.] At a minimum, all employees must be paid in accordance with the Fair Labor Standards Act & Service Contract Act.
