- This is a combined synopsis/solicitation for commercial service prepared in accordance with the format FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation No. 00SQ170668 is issued as a Request for Quotation (RFQ) and incorporates provisions in effect through Federal Acquisition Circular 97-19. This acquisition is a Small Business Set-aside. The size standard is $5 million and the standard industrial classification code is 7349. The U. S. Bureau of Reclamation, Grand Coulee, Washington has a requirement for the following item: ELECTRICAL THEORY INSTRUCTOR. CLIN 0001 -- Provide formal classroom instruction portion of the NJATC (IBEW sponsored) Inside Wireman Electrical Theory to an Operator Apprentice Class consisting of 10 apprentices. The present class began on 09/26/99 and have completed all but the last lesson in the second year book. Third, fourth, and fifth year are remaining to be covered. Class weeks are every other week, 0730 to 1600 Monday through Friday. Instruction of the electrical theory will be required on specific equipment installed throughout the Grand Coulee Project as it pertains to the electrical theory section being studied during the every other classroom week. This is to familiarize the apprentices with the varying equipment and the relationship that the Electrical Theory plays in the operation of the Grand Coulee Power Complex. Experience in an electrical field that has given the instructor the background for teaching the Electrical Theory Program, as well as familiarization with the equipment installed is a requirement. Written qualifications should be included with the proposal. Evaluation criteria will be background, experience, equipment exposure, and price. The apprenticeship program is a three year program consisting of one half classroom instruction and one half on the job training. Expected duration of the training is two years. Offer shall be an hourly rate. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors -- Commercial Items (MAR 2000), 52.212-3 Offeror Representations and Certifications -- Commercial Items (FEB 2000), 52.212-4 Contract Terms and Conditions -- Commercial Items (MAY 1999), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (AUG 2000) and 52.219-6 Notice of Total Small Business Set-Aside. Clause 52.212-5, paragraph (b) is tailored to incorporate the following clauses by reference: 52.203-6, 52.219-14, 52.222-26, 52.222-35, 52.222-36, and 52.222.37, The Government intends to make a single award to the responsible bidder whose bid is most advantageous to the Government, based on items meeting the specification, and price and price-related factors considered in descending order of importance as listed here. The closing date for receipt of offers is October 6, 2000. Offers are to be mailed to the following address: Bureau of Reclamation, Code 7810, P O Box 620, Grand Coulee WA 99133-0620. All sources responding to this Request for Quotation shall do so in writing. All sources responding to this synopsis shall submit information relating to business status, including identification as to whether small, large, minority-owned, and/or women-owned.
