- This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation DTCG38-00-Q-200055 is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The applicable Standard Industrial Classification Code is 7513. The small business size standard is $18.5 million in annual receipts. This is an unrestricted solicitation. Award will be made to the offeror proposing the best value to the Government considering technical acceptability, price, delivery, and past performance. The Coast Guard has a requirement to lease/rent one each new or used 5,000 gallon aircraft refueler truck for a 12-month period with options to extend the lease on a monthly basis for up to six additional months. Truck must comply with NFPA 407 and 385 codes, have design compliance with ATA-103 requirements and must include the following: (1) 5,000 U.S. gallon aluminum or steel tank, fully baffled, single compartment, overturn protection, manhole with fill opening and vent, and one inspection manhole; (2) Commercial conventional cab-chassis, diesel engine and automatic transmission; (3) 300 GPM Refueling System; (4) Centrifugal type pump, PTO driven, hot shift; (5) Horizontal filter/separator -- 300 GPM rated with differential pressure gauge and air eliminator. Filter/separator must meet API 1581 for solids and water removal; (6) Electrically controlled water detection system in filter/separator sump; (7) Electrically operated inline deadman/pressure control and shut-off; (8) Two meters (overwing and underwing), 200 GPM rated with large numeral reset counter and totalizer, registers in whole U.S. gallons; (9) Two hose reels, one sized for 2 1/2" X 50' hose, and one sized for 1 1/4" X 50' hose, nonferrous internals, explosion proof electric rewind motors and switches, and auxiliary manual rewind . Shut-off valves shall be installed immediately upstream of reel; (10) One 2" X 50' and one 1 1/4" X 50' aviation fueling hose with N/R male couplings, certified to API 1529; (11) Jet overwing nozzle with swivel and 1000-mesh strainer; (12) One international standard 3-lug underwing nozzle with quick disconnect, swivel and hose end pressure control valve; (13) Bottom loading: Includes a jet level sensor control system for automatic, high-level shut-off with precheck. The bottom lading adapter must be capable of accepting a standard underwing nozzle and shall be installed on the driver's side. A shut-off valve shall be supplied immediately down stream of the bottom lad adapter; (14) Air operated fuel/defuel system must operate in conjunction with bottom loading system to include overfill protection; (15) Piping must be aluminum with 150 PSI rated working pressure; and (16) Safety features shall include static reel with 50' cable and bonding clamp, brake interlock system, emergency shut-down system and two fire extinguishers. Drawings or specifications are not available, and cannot be furnished by the Government. Delivery shall be f.o.b. destination to USCG Aircraft Repair and Supply Center, Receiving Section, Bldg. 63, Elizabeth City, North Carolina, 27909-5001. Required delivery is 01 November 2000. Earlier deliveries are desired and acceptable. Note: This truck will be used outside the contiguous 48 states. The quote should include location for return of the truck upon completion of lease, The truck will be returned at gov_t expense. The contractor shall furnish a Certificate of Conformance in accordance with Federal Acquisition Regulation (FAR) clause 52.246-15. The Certificate of Conformance must be submitted in the format specified in the clause.
