Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will NOT be issued. This procurement is being issued as an RFP. The solicitation documents and incorporated provisions and clauses are those in effect through FAC 97-18. This acquisition will be processed under SAP and is a small business set a side. SIC code 3841, size standard of 500 emp applies. SCHEDULE: The VAMC,Louisville, Kentucky Research Department intends to purchase (1) one each Millar conductance system, MPCU-200, model #880-0080; and (2) two each MIKRO-TIP Pressure-Volume Catheters for Rats, Model SPR-774. Name Brand or Equal is acceptable. Offers must be compatable with existing Millar equipment. Price offered is to be a complete delivered price with inside delivery. Delivery location is Louisville, KY 40206. FAR provisions and clauses that apply to this acquisition are 52.212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation Commercial Items; 52.212-3 Offeror Representations and Certifications Commercial Items; 52.212-4 Contract Terms and Conditions Commercial Items; Addendum to 52.212-4, 852.211-77 Brand Name or Equal, 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders Commercail Items, included are 52.219-5, 52.222-21, 52.222-16, 52.222-35, 62.222-36, 52.222-37, 52.225-3 ALt I, 52.225-13, 52.225-15, 52.232-14. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offeror Representations and Certifications Commercial Items. The Government intends to make a "best value buy" to the responsible offeror whose offer is most advantageous to the government. The evaluation criteria will include, 1) Technical performance of equipment offered and compatability with existing equipment; 2) Past performance of equipment offered and maintenance; 3) warranty; 4) price/cost. Offers must be submitted no later than 4:30PM (local/standard time), September 28, 2000.
