Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) for Ceramic Matrix Composite Tensile Specimen for CMC Blisk to include the following: LINE ITEM 1: T300/SIC ISOTHERMAL CHEMICAL VAPOR INFILTRATION PROCESSED TENSILE SPECIMENS. FIBER VOLUME FRACTION IS TO BE BETWEEN 38% AND 45%, WITH A 1K TOW. -- APPROXIMATELY 80MM X 10MM X 3MM CLAMP LOADED TENSILE SPECIMENS. ALL SPECIMENS ARE TO BE DELIVERED WITHIN 12 WEEKS. THE FIBER ARCHITECTURE IS TO BE PLAIN WEAVE, [0/90] LAY-UP. THIS ICVI C/SIC MUST HAVE PUBLISHED ROOM TEMPERATURE PROPERTY VALUES OF: AVERAGE TENSILE STRENGTH OF 60KSI OR GREATER, AVERAGE TENSILE STRAIN AT MAXIMUM STRESS OF 0.8% OR GREATER, AND A NONLINEAR STRESS-STRAIN CURVE. QUANTITY: 40 each. LINE ITEM 2: T300/SIC ISOTHERMAL CHEMICAL VAPOR INFILTRATION PROCESSED TENSILE SPECIMENS. FIBER VOLUME FRACTION IS TO BE BETWEEN 38% AND 45%, WITH 1K TOW. -- APPROXIMATELY 152MM X 25.4MM X 3MM THREE-PIN LOADED SPECIMEN. THE FIBER ARCHITECTURE IS TO BE PLAIN WEAVE, [0/90] LAY-UP. ALL SPECIMENS ARE TO BE DELIVERED WITH IN 12 WEEKS. THIS ICVI PROCESSED C/SIC MUST HAVE PUBLISHED ROOM TEMPERATURE PROPERTY VALUES OF: AVERAGE TENSILE STRENGTH OF 60KSI OR GREATER, AVERAGE TENSILE STRAIN AT MAXIMUM STRESS OF 0.8% OR GREATER, AND A NONLINEAR STRESS-STRAIN CURVE. QUANTITY: 6 EACH. LINE ITEM 3: T300/SIC ISOTHERMAL CHEMICAL VAPOR INFILTRATION PROCESSED TENSILE SPECIMENS. THIS MELT INFILTRATION PROCESSED T300/SIC MUST HAVE PUBLISHED OR SUBMITTED FOR PUBLICATION, ROOM TEMPERATURE VALUES OF: AVERAGE TENSILE STRENGTH OF 50 KSI OR GREATER, AND AN INTERLAMINAR SHEAR STRENGTH OF 3.5 KSI OR GREATER. QUANTITY: 48 EACH. LINE ITEM 5: T300/SIC MELT INFILTRATED TENSILE SPECIMENS. FIBER VOLUME FRACTION IS TO BE BETWEEN 38% AND 45%, WITH A 1K TOW SIZE. -- APPROXIMATELY 152MM X 25.4MM X 3MM THREE-PIN LOADED SPECIMENS. ALL SPECIMENS ARE TO BE DELIVERED WITHIN 12 WEEKS. QUANTITY: 10 EACH. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from Honeywell Advanced Composites Inc., 400 Bellevue Road, Newark, DE 19713. This recommendation is made pursunat to FAR 13.106-1(b)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 28, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
