- NASA/GSFC plans to issue a Request for Offer (RFO) for a Global Positioning System attitude simulator to Global Simulation Systems, Inc. (GSSI).The signal generator will be used to perform a number of GPS functions: navigation state, relative state, differential state, attitude determination and precise timing. The signal generator must provide a minimum of 16 L1 channels on each of the 4 RF outputs, or a minimum of 16 L1/L2 channels on at least 2 RF outputs. This GPS system will be used in the Goddard GPS Test Facility within the Components and Hardware Systems Branch. Because this signal generator will be used in integrated Guidance, Navigation and Control hardware simulations, the need for external inputs to drive the signal generator environment model will be a required capability. The signal produced by the signal generator will be required to have user defined multipath error model parameters. In addition to the multipath errors, Selective Availability, Ionospheric range biases, and Tropospheric range biases errors also need to be produced as part of the signal generator output. NASA/GSFC intends to purchase the items from GSSI as authorized at 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 06, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
