Description
Contractor shall furnish all personnel. labor, equipment, supervision and other items of services required to provide 1. Biomedical online database retrieval services subscription integrated with full-text journal content are required to support the U.S. Army Medical Command's clinical staff and health care administrators requirements for authoritative, peer-reviewed medical information. These services shall provide multiple, simultaneous access via the Internet/World-Wide Web to MEDLINE and other bibliographic databases aggregated with full-text journals. An Internet browser, such as Microsoft's Internet Explorer or Netscape, will enable U.S. Army Medical Command sites to search and retrieve bibliographic citations from the following databases, coverage, and simultaneous users: a. MEDLINE: 1966 to Present with the database updated weekly. 20 simultaneous users.; b. PreMEDLINE: Current in-process records with weekly updates into MEDLINE. 20 simultaneous users.; c. CINAHL ( Cumulative Index to Nursing Literature): 1982 to Present and updated monthly. 10 simultaneous users. d. HEALTHSTAR: 1975 to Present and updated monthly. 20 simultaneous users; e. AIDSLINE: 1980 to Present and updated monthly. 15 simultaneous users; f. BIOETHICSLINE: 1973 to Present and updated bi-monthly. 15 simultaneous users; g. CANCERLIT: 1983 to Present and updated monthly. 15 simultaneous users; h. EVIDENCE-BASED MEDICINE REVIEWS: 1991 to Present. Present 5 simultaneous users These services shall provide seamless access to the full-text journal content from the bibliographic databases through the use of active hyperlinks contained in the bibliographic citation to the full-text journal article. Shall provide access to a core list of journals recommended for purchase in the Brandon/Hill Selected Lists for the small medical library, nursing, and allied health collections. The Brandon/Hill lists are recognized by the Joint Commission on Accreditation of Healthcare Organizations as authoritative, up-to-date resources for clinical libraries. The following 40 journals shall be hyperlinked to the bibliographic databases listed in Item 3 and shall provide cover-to-cover full-text articles for at least 10 simultaneous users: a. JNSD: Journal of Nurses in Staff Development v. JOGNN: Journal of Obstetric, Gynecologic, & Neonatal Nursing; w. JONA: Journal of Nursing Administration; x. Journal of Bone & Joint Surgery (US volume); y. Journal of Clinical Investigation; z. Journal of Intravenous Nursing aa. Journal of Pediatrics; bb. Lippincott's Primary Care Practice; cc. Services shall be available to 25 U.S. Army Medical Command medical treatment facilities requiring online services integrated with full-text journal content. The sites are: a. Weed Army Community Hospital, Fort Irwin, CA Using a Web browser, U.S. Army Medical Command users shall be able to access these integrated online retrieval services with the following capabilities: a. Search multiple databases simultaneously with hyperlinks to the full-text articles and/or abstracts within the service (OVID), i.e., user is not linked to an external publishing site. b. Removal of duplicate citations (upon request from user) resulting from searching multiple databases simultaneously features the capability of eliminating duplicate citations from search results. c. Option to select basic or advanced searching interface. d. Use of Boolean logic. e. Ability to combine search statements. f. Search for specific author and the author's institution. g. Search for specific journal. h. Search for title or specific words in article title or abstract. i. Restrict by age, gender, language. j. Natural language mapping available for selection by user. k. Search by NLM Subject Headings, restrict by NLM subject headings/subheading. l. Bibliographic and full-text databases are accessible to the U.S. Army Medical Command users 24 hours a day, 7 days a week. m. Access to databases protected by IP address authentication or password. n. Provide technical support to specified U.S. Army Medical Command automation and library staff. Clearly state parameters, if charges or limits of availability exist for technical support. Description of retrieving literature search results. Users shall be able to: a. Print citations or, when available, full-text articles.; b. Download citations or, when available, full-text articles.; c. E-mail results of literature search.; and d. Full-text retrieval results will display or print all graphics (tables, etc.) included in the original content of the print publication. U.S. Army Medical Command library sites library staff shall be able to request or to create reports on the number and names of users accessing the databases with passwords. The U.S. Army Medical Command reserves the right to pay for an increase to the quantity of simultaneous users during the contract period if the original number of simultaneous users is not sufficient. Offeror will provide three (3) days of training to U.S. Army Medical Command librarians to include food and lodging expenses. The government will be responsible for travel costs of trainer only. The Government may require at no charge a two-day exploration of offeror's services into MEDLINE, CINAHL, and other databases.
