- This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (Request For Quotation (RFQ) F05611-01-Q6091); quotations are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This proposed contract action is issued as unrestricted. The Standard Industrial Classification Number is 5192 and the Business Size Standard is 500 employees. Vendor must be actively registered with Central Contractor Registration (CCR). The Government intends to award a Firm Fixed-Price Requirement type contract as a result of this solicitation. Description: Book Seller for USAF Academy academic library. CLIN 0001: Firm order services. Publications in the academic level subject areas of science-technology ,health sciences and law. Publications from standard commercial presses, learned societies, associations, research institutes, government institutes, university departments and international publishers. Government Maximum Estimate: $50,000.00. Discount Rate: _______________ Discount $ ______________ 52.212-2 EVALUATION-COMMERCIAL ITEMS (JAN 1999) (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in descending order of importance: 1) Past Performance. It is required that the contractor be currently in the business of providing firm order services to other academic libraries and must have a firm history of excellent delivery performance. The contractor must provide a list of current clients at other academic libraries. The contractor must be a recognized agent for a large variety of publishers from commercial presses, learned societies, research institutes, government agencies, university departments and international publishers. The contractor must provide a listing of publishers that they represent. 2) Price. Price shall be evaluated by the discount rate that will be applied to the current list price of the publication ordered. Clauses Incorporated by Reference Farsite WEB, http://farsite.hill.af.mil/. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors -- Commercial Items. The following additional provisions and clauses apply 52.212-3, Offeror Representation and Certification-Commercial Item, a completed copy of this provision shall be submitted with the offer. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, to include clauses (8) (12) (13) (14), 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, 252.225-7001, Buy American Act and Balance of Payment Program (41U.S.C. 10, E.O. 10582), and 252.225-7036 North American Free Trade Agreement Implementation Act (Alt 1) Contractors with this capability may submit a proposal with pricing to be considered by the Government no later than the response date of this announcement.
