- This is a combined synopsis/solicitation and notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request For Quote (RFQ), solicitation number F0561100RA312. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The Standard Industrial Classification Number is 3443 and the business size standard is 500 employees. This is a small business-small purchase set aside. Women owned businesses are encouraged to submit quotes. The United States Air Force Academy, CO has a requirement for Bear-ier trash lockers, 200 gallon total capacity, model H50-96, manufactured by McClintock Metal Fabricators, Inc., 455 Harter Avenue, Woodland, CA 95776. Bear-iers, residential animal proof trash lockers are high quality steel lockers designed to enclose trash containers for residents living in area where animals forage for garbage. Containers will be customized to accommodate two 96 gallon totter type plastic carts, which will fit inside the bear-proof containers; front door of container shall have a locking mechanism with key; two top lids shall have a latch for locking in the closed position; containers will be coated with an industrial self-priming, polyurethane paint (Duranodic Brown) and sit flat on the surface(no legs). Body is constructed of heavy-duty 12 and 16 gauge steel. The unloading door is cross-braced to ensure rigidity and still be light enough to operate. The unloading door is equipped with a three-point latch and a key is provided and kept in a key holder inside the active user door. Weight is 384 lbs. Containers shall be completely self-contained with pre-drilled mounting holes in the base and an opening for drainage when cleaning. Delivery is F.O.B. -destination Parking Lot, BLDG 8119, USAF Academy, CO 80840. ALERT: Vendors are strongly encouraged to use the Standard Form 1449 as the first page of their offer/quote/bid and completely provide the requested data for all blocks. Failure to do so may render your offer/quote/bid as non-responsive and may eliminate you from consideration for award. The clause at 52.212-1 applies to this solicitation; however, no addenda applies to 52.212-1. The provision at 52.212-2 Evaluation -- Commercial Items applies to this acquisition with all offers being evaluated against the following factors in the descending order of importance: 1) Technical acceptability, and 2) Price. Technical acceptability of the proposed items offered shall be evaluated on a pass-fail basis to determine if the items offered meet the brand name specifications set forth in this solicitation. If an "or equal" is being offered, the quoter must identify the proposed product by brand-name, model number, and provide sufficient descriptive product literature with the offer to ensure technical capability compliance to CLIN specifications. Price will be evaluated for fairness, reasonableness, and completeness as it relates to the items offered. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are (b) 12,13,14,15,22; FAR 53.232-23 Mandatory Information For Electronic Funds Transfer Payment also applies.
