Description
The U.S. Army Communication Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the CECOM Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, plans to negotiate a sole source contract with CyTerra, Orlando for the Engineering and Manufacturing Development (EMD) phase of the Handheld Standoff Mine Detection System (HSTAMIDS). HSTAMIDS consists of a sensor suite, an Electronics and Mine Detection Algorithm Suite (EMDAS), an audio display and a power supply. HSTAMIDS is a portable, handheld mine detector capable of detecting antipersonnel and antitank landmines of all types and in all types of weather conditions and types of terrain by personnel with minimal training. This technology must satisfy the performance specification established for the Handheld Standoff Mine Detection System (HSTAMIDS) EMD Program, and detect all antipersonnel mines to 1 inch depth and all Antitank mines to 6 inches depth. Specifically, the technology must meet all the following system performance specifications: 1) it must be capable of detecting 96% of mine targets with a false alarm rate of no more than 3 per 10 square meters; 2) total weight of the sensor head shall be no more than 2 pounds; 3) if more than one sensor is integrated onto the system, HSTAMIDS shall permit the use of individual sensors both individually and simultaneously; 4) the audio display shall provide the operator with real-time detection, warning and status signals; 5) the power supply must be common rechargeable batteries in the Army Supply System; 6) the system must remain operational without performance degradation in adverse weather conditions and in temperature environments ranging from -46 degrees Celsius to +49 degrees Celsius; 7) the system must have Built-In-Test (BIT) that initiates upon activation of the system and alerts the operator when mission critical subsystems are operating incorrectly; 8) the system shall be transportable in a ruggedized, dedicated shipping and storage container; 9)The storage container must be transportable by all sea, rail, ground and air transportation assets and must weigh no more than 42 pounds; 10) HSTAMIDS Nuclear, Biological, and Chemical (NBC) contamination survivability is required for both its operational configuration and its shipping and storage container (HSTAMIDS is not required to be NBC survivable accept in its shipping and storage container); 11) the system shall be conductive to effective operation, maintenance and support by all soldiers in the target audience (5th percentile female to 95th percentile male soldiers) wearing appropriate combat gear and protective clothing (cold weather, Mission Oriented Protective Posture (MOPP) IV, or Body Set Individual Countermine); 12) the system must be a one-person carry device, with an internal power source and shall be designed for day and night operations; 13) the system must reflect applicable system and personal safety factors, to include minimizing potential human error in the operation, maintenance and repair of the system; 14) operator visual displays must be compatible with night vision devices and provide sufficient contrast between all displayed information and the display background to ensure operability in all lighting conditions. It has been determined that Cyterra is the "Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements". See Note 22.
