- Description
- Notice of intent to award a sole source contract to BMW, Munich, Germany for evasive and defensive driver training of approximately 132 State Department mission drivers located in three continents overseas. The contractor is to provide the following: Personnel experienced in the vehicle dynamics of a 750I BMW fully armored vehicle (FAV). Contractor shall provide the 750I BMW to be used in training. Contractor training facilities shall be strategically located in Malaysia, Mexico, and Europe (four training sessions in Europe, one training session in Mexico, and one training session in Malaysia) to enable immediate training of mission drivers; contractor is to provide six, one week courses of instruction (classroom and hands on training) to include, but not limited to: Vehicle handling, acceleration, skid control, braking, obstacle avoidance, emergency reactions, recovery techniques, evasive maneuvers (anti-terrorist actions), backing exercises, turns (to include the reverse 180 degree), motorcade and contact practical exercises, and ambush situations. The schedule for each one week course will consist of the following: Day One student travel, Day two training provided to students by diplomatic security, Days Three and Four training provided to students by contractor, Day Five student travel. All lodging and local transportation for students is to be provided by the contractor. The classroom facilities are to be provided by the contractor on days two, three, and four. The Department of State will consider all proposals received within 15 days after date of publication of this synopsis. This notice of intent is not a request for competitive proposals. A determination by the Department of State not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Department of State. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the intent of the Department of State to award a sole source contract to BMW, Munich, Germany.
