Description
MARKET RESEARCH. NO SOLICITATION DOCUMENT EXISTS. The Marine Corps has a Mission Need Statement for an Expeditionary Indirect Fire General Support Weapons System that will provide long range, surface-to-surface general fire support. Marine Corps Systems Command has entered into concept exploration to evaluate HIMARS as a general support weapon system. The purpose of this request is to gather information on potential HIMARS training requirements and associated estimated costs in support of developmental and operational testing. HIMARs will be a C-130 transportable, wheeled, indirect fire rocket/missile system capable of firing all rockets and missiles in the current and future Multiple Launch Rocket System (MLRS) Family of Munitions. Similar to the M270 MLRS, HIMARS is based on a need for a lighter weight rocket system that will be deployable worldwide. HIMARs will provide tactical and operational fires during both offensive and defensive operations. It will consist of a fire control system, a carrier (automotive platform) and a launcher-loader module. Responses to this request for information should provide a schedule from notional contract award date to the final training day that depicts the methodology to: a. Train 60 Marines on the HIMARS system (techniques): Rocket Crewman, Fire direction (fire control) personnel, Driver/Maintainer, and Maintenance. b. Train small unit leaders on actions required (procedures): At the section level and at the platoon level. c. Train leaders on how to employ a HIMARS battery and provide general support fires (tactics). This includes a battery level safety release. A suggested format is: Introduction, Scope, Purpose, Discussion (by sub-course), Summary (by sub-course), Appendices (Estimated Cost (one page), and Schedule (one page)). Other considerations when completing estimated cost and schedule: HIMARS training start date: July 2002, HIMARS training completion date: determined by your conceptual training syllabus, Number of Marines to be trained: 40 maximum, Identify separately the estimated cost for refresher training prior to testing: June 2004; 40 maximum. Industry firms capable of accomplishing the required services, in whole or in part, are invited to submit a response to this notice. Firms should identify/submit a copy of their GSA schedule. Firms should also include literature, brochures, and capabilities summaries directly addressing their ability to meet the aforementioned needs.
