- This is a combined synopsis/solicitation and notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request For Quote (RFQ), solicitation number F0561100RA324. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The Standard Industrial Classification Number is 3571 and the business size standard is 1,000 employees. This is an approved sole source acquisition action as authorized by AFFAR SUPP 5313.106. This is an unrestricted requirement. All interested sources may identify their product by submitting a complete quote, to include pricing data, an accurate description of the equipment offered, and make and model numbers of the equipment in accordance with the instructions listed below. If no favorable responses are received by the 25 SEP 00 close-out date, a purchase order will be negotiated with the source named below. The proposed purchase order here is an unrestricted requirement. Women owned businesses are encouraged to submit quotes. The United States Air Force Academy, CO has an approved sole-source requirement to have three dual stage pumps and drivers located at Pump Station Number 3, USAFA realigned to manufacturer's standards by factory representative/technician from Fairbanks-Morse Pump Corp., 3601 Fairbanks Avenue, Kansas City, Kansas. Price to include all travel expenses; rent or provide a magnetic drill set to enlarge mounting bolt holes; replacement shaft couplings ; alignment shims and related shop supplies. USAFA will provide the use of existing cranes to hoist the pumps, and the services of one helper to assist technician. CLIN 0001: Realign three dual stage pumps and drivers One (1) Job x Unit Price$__________; Extended Cost $__________. CLIN 0002: Remove existing mechanical seals/replace with original equipment packing, glands, water-seal rings, packing box, washers, hardware; remove upper case half and replace casing gasket. One (1) Job x Unit Price $__________; Extended Cost $__________Total Cost $__________. Delivery is F.O.B. -destination USAF Academy, CO 80840. Target delivery date is first three weeks in October 2000. ALERT: Vendors are strongly encouraged to use the Standard Form 1449 as the first page of their offer/quote/bid and completely provide the requested data for all blocks. Failure to do so may render your offer/quote/bid as non-responsive and may eliminate you from consideration for award. The clause at 52.212-1 applies to this solicitation; however, no addenda applies to 52.212-1. The provision at 52.212-2 Evaluation -- Commercial Items applies to this acquisition with all offers being evaluated against the following factors in the descending order of importance: 1) Technical capability, 2) Past performance, and 3) Price. Technical capability of the proposed items offered shall be evaluated to determine if the items offered meet the brand name specifications set forth in this solicitation. If an "or equal" is being offered, the quoter must identify the proposed product by brand-name, model number, and provide sufficient descriptive product literature with the offer to ensure technical capability compliance to CLINs. Technical capability and past performance will be rated using the following system: 1) Does not meet the standard (-); (2) meets the standard (0); and 3) Exceeds the standard (+). Past performance will be evaluated to determine if the offeror has supplied and installed similar products, in similar quantities, with similar terms, within the past two years. Offerors must provide with the quote at least three (3) references to illustrate this past performance for the purpose of evaluation. Price will be evaluated for fairness, reasonableness, and completeness as it relates to the items offered. Award will be made based on best value to the Government. The offeror who has the best combination of + and 0 signs on the evaluation scoring and is considered to be most advantageous including price to the Government will be considered the apparent awardee. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are (b) 12,13,14,15,22;(c) 1; Wage Determination No.:94-207, REV 15, dated 08/10/2000. FAR 53.232-23 Mandatory Information For Electronic Funds Transfer Payment also applies. DFARS 252.212-7000 Offeror Representations and Certifications-Commercial Items and DFARS 252.212-7001, Contract terms and conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items, NOV 1995 applies to this acquisition with the inclusion of the following: DFARS 252.225-7001; 252.225-7007; 252.225-7036; and DFARS 252.204-7004 (MAR 1998)-Required Central Contractor Registration.
