Description
This is a modification to the synopsis entitled Crew Return Vehicle for International Space Station which was originally posted on December 23, 1998, and subsequently modified on January 21, 1999, February 25, 1999, and October 4, 1999. Please note that the mail code for the Contracting Officer, Delene Sedillo, is BH13. You are notified that the following changes are made: The purpose of this synopsis is to inform industry of a change in the implementation of the acquisition strategy for the CRV procurement. Offerors that did not previously submit proposals may submit a response to the RFP amendment, however, the response should be a complete proposal and submitted within the time period specified. It is anticipated that the solicitation amendment will be released on or about September 29, 2000, and responses will be due on November 1, 2000. We have identified several activities that would potentially impact the statement of work (SOW) content of the subject procurement. As a result of these activities we are in the process of implementing corresponding changes to the SOW. Some of the SOW changes have been identified below and others are still being developed. 1. Increase in the Critical Design Review lifting body weight by an additional 500 pounds. 2. The Common Berthing Adaptor design will be moved into the Phase 2 requirements. 3. An update to the manual controls requirements. 4. The Potential European Space Agency Government Furnished Property list will be reduced to the following items: a. Crew seats b. System and subsystem engineering analysis, including avionics architecture and flight control modeling c. Trunnion retraction/extension mechanism In order to accommodate these changes, we have dveloped a change to the implementation of the acquisition strategy for Phase 1. The Phase 1 period will be divided into 2 separate periods, Phase 1a and Phase 1b. Phase 1a will consist of a 1-year period to produce an interim design in accordance with the SOW requirements specified for the Interim Design Review 2 and submission of a proposal for the remaining Phase 1b and Phase 2 periods. It is anticipated that down-selection to a single contractor for Phases 1b and 2 will occur following Phase 1a. We are currently adjusting the SOW content and the deliverables for each of the milestones to coincide with the one-year Phase 1a in the solicitation amendment. In addition, we will reissue a draft solicitation for Phases 1b and 2 in the near future.
