Description

17. Naval Submarine Base, Kings Bay, Georgia is soliciting proposals for a Base Operating Support (BOS) Contract. The services include but are not limited to the following: Security; Fire Protection Services; Custodial and Refuse Disposal Services; Grounds Maintenance; Emergency Medical Services; Family Housing Maintenance and Repair; Utility Systems Operations and Maintenance; Telephone System Operations and Maintenance; Buildings and Structures Maintenance; Ground Structures and Railroad Maintenance and Repair; Vehicles and Equipment Operation and Maintenance; Weight and Material Handling Equipment Operation and Maintenance; Hazardous and Industrial Waste Treatment, Disposal and Spill Response; Strategic Weapons Facility, Atlantic (SWFLANT) Services; Social Services Counseling Services; Mess Attendant Services; and Fuel and Material Support Services. Base year performance is scheduled to commence 01 October 2001. The contract period includes the base year and nine option years for a total possible performance period of ten years. This will be a combination firm fixed price and indefinite quantity contract with award fee provisions. The BOSC will be solicited as a competitive negotiated acquisition using formal Source Selection procedures and award will be based on best value. This procurement is UNRESTRICTED. The Standard Industrial Code (SIC) is 8744. Large business firms will be required to submit a subcontracting plan. SUBASE Kings Bay is encouraging a minimum of 20% of the total contract value to be subcontracted to small business firms. All responsible sources may submit an offer which will be considered by the agency. Significant selection evaluation criteria includes: Factor A, Experience; Factor B, Corporate Resources and Management/Resumes/Financial Capability; Factor C, Technical Approach/Comprehension; Factor D, Special Item Technical Requirements; Factor E, Past Performance; Factor F, Small Business Program Total Acquisition Subcontracting Effort; and Factor G, Price. Technical and Price factors are of equal importance. Technical Factors A through F are considered to be of equal importance and under individual technical factors, the corresponding subfactors are of equal importance in determining the overall factor's rating only. It is anticipated proposals will be due on or about 09 March 2001 and should be mailed to the address above, Attn: Renee Hickson. The Government intends to issue this solicitation exclusively through the Internet. The Request for Proposal (RFP) is anticipated to be posted on the Internet on or about 22 September 2000. The solicitation will be available for viewing and downloading at http://esol.navfac.navy.mil under Solicitation N62467-00-R-3170. Prospective Offerors are encouraged to register on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION.
