- This is the second of three synopses for the OMB Circular A-76 Cost Comparison Study of the Air Mobility Command (AMC) Personnel function at all AMC Bases. The total number of positions affected by the study is approximately 236 (203 Military / 33 Civilians). The contractor shall provide all management, tools, supplies, equipment (except Government Furnished) and labor necessary to ensure the AMC Directorate of Personnel (DP) is provided Human Resources Services (Education Services, Computer Support, Awards & Decorations, Military Personnel Records Management, Base Level Civilian Education and Training, Base Training Management (Base On the Job Training), Base Level Military Testing, and Base Level Formal Training command wide at the following locations. Scott AFB, IL, McGuire AFB, NJ; McConnell AFB, KS; Grand Forks AFB, ND; Dover AFB, DE; Charleston AFB, SC; Pope AFB, NC; Travis AFB, CA; McChord AFB, WA; MacDill AFB, FL; Andrews AFB, MD; and Fairchild AFB, WA. This requirement is set-aside for small businesses. SIC Code and Size standard for this acquisition is 8744 -- $20M. Any resultant contract awarded will be on a firm -- fixed price basis. Contract period of performance will be a basic one-year period and four one-year option periods. The solicitation will be issued on or about 15 Dec 2000 with a planned conditional award date of 1 October 2001. This solicitation will not result in a contract if government performance is determined to be more advantageous in accordance with OMB Circular A-76 procedures. Pursuant to HQ AMC Paperless Contract Initiative, the offeror's entire proposal (technical and cost); responses to evaluation notices; proposal revisions and final proposal revisions must be submitted electronically in Mircosoft Word 97 / Microsoft Excel versions or earlier to: Gary.Steinkamp@scott.af.mil. Hard copies of proposals and revisions will not be accepted and will be rejected. The only exceptions are copies of documents requiring original signatures -- i.e. SF 33, Amendments and Section K Certification's. In these instances offeror's shall scan copies of the documents, include the scanned (signed) copy in their electronic proposal submission and mail the hard copy to: AMC CONF/LGCFC, Attn: Gary Steinkamp, 507 Symington Dr., Scott AFB IL 62225-5015. Additionally, pursuant to Acquisition Reform Guidelines the specification will be entirely performance based. Requirements will be stated in terms of outcomes to be achieved as opposed to detailed, process-based intensive work statements. Performance based contracting capitalizes on the use of best commercial practices, and most importantly, source selections are based on best value, not low bid. Federal Acquisition Regulations (FAR) Sub-Part 15, Source Selection, procedures and Air Force Instruction (AFI) 38-203, Commercial Activities Program, will be utilized for this acquisition.
