A Pre-Solicitation Notice for the subject solicitation was issued on 13 July 2000. Subsequently a Special Notice was issued on 18 July 2000, canceling the subject project due to funds availability. On 21 July 2000, a Special Notice was issued reinstating the Pre-Solicitation Notice subject to funds availability. Funds are not forth coming therefore this Pre-Solicitation Notice is cancelled.
