Description
The 325th Contracting Squadron, Tyndall AFB, Florida will host an "Industry Day" 4 October 2000 from 0830-1130, in Phillips Auditorium, located on the first floor of Building 226, Tyndall AFB Florida, in response to the Operations and Maintenance of the Full Scale Aerial Targets at Tyndall AFB, Florida and Holloman AFB, New Mexico and Maintenance of Subscale Aerial Targets, Drone Control Communications and Scoring Systems, and the Airborne Platform/Telemetry Relay re-solicitation at Tyndall AFB Florida, which was posted Aug 22, 2000 (Solicitation F08637-02-R-1001). No site visit will be conducted. The purpose of the Industry Day is to solicit comments from industry that may improve the proposed solicitation, refine program requirements, and enhance the success of the acquisition. The Government is receptive to ideas firms may have for reducing or eliminating unnecessary constraining requirements, realizing cost savings, or highlighting potential technical or contractual problem areas. The primary concern is to identify technical and manufacturing process improvements in the Operations and Maintenance Statement of Work (SOW), however, we are also interested in your comments on the performance schedule or contractual requirements that will be specified in the DRFP. The Industry Day should not be viewed as a vehicle for presenting the specific approach you intend to propose, but as an opportunity to comment on the Government requirement prior to issuance of the DRFP and the formal RFP. Replies to this notice are not mandatory; however, your comments, whether supportive or critical, are earnestly solicited. Responses will become the property of the Government and will be sufficiently safeguarded. All comments will be given an in-depth review and will be considered for incorporation in the formal Request for Proposal (RFP). Your reply will be separated from and have no bearing on subsequent evaluation of proposals submitted in response to the formal RFP. At this stage, we are not soliciting a proposal, and your comments are not subject to negotiation. To provide you feedback, the Government will acknowledge receipt of your suggestions and indicate the comments from all contractors, which we intend to incorporate into the formal RFP. This DRFP when issued will contemplates award of one Basic Year plus five (5) Option Years, plus 4 Award Option Years (Award Term Contract). However, we will consider comments and/or recommendations and rationale for other contract types. The Operation and Maintenance of Full-Scale Aerial Targets at Tyndall AFB, Florida and Holloman AFB, New Mexico and Subscale Aerial Targets and Drone Control, Communications and Scoring Systems and the Airborne Platform/Telemetry Relay at Tyndall AFB, Florida will result in one contract selected through open competition. Contract award will be made based on an integrated assessment of the technical, management, past performance and cost judged to be the most advantageous to the Government. The technical aspect will be accorded the highest importance. Contract award may be based upon the initial offer without conducting negotiations.
