Description

Services, Nonpersonal: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ), and the reference number is F7390001310900. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This is a 100% set-aside for small businesses, the Standard Industrial Classification (SIC) is 7359, and the small business size standard is 5.0 million. The contractor is to provide all labor, equipment, material, and transportation required to furnish portable latrines throughout various locations on Scott AFB, IL, in accordance with the attached Statement Of Work (SOW). The service period is 1 Oct 2000 -- 30 Sep 2001. The Federal Acquisition Regulation (FAR) provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition, and the Government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the contractor to meet the Government requirement and price. Technical is equal when compared to price. The Government reserves the right to award to other than the offeror with the lowest price. Award shall be based on best value to the government. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions required to implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition, and the clauses at subparagraph (b)(12)(13)(14)(15), and (c)(1) and (2) apply. A Wage Determination is attached, and (c)(2): Employee Class: Laborer, WG-2, Wages and Fringes, $9.92 per hour + 32.85% for Fringes. The Commerce Business Daily Numbered Note 1 applies. Quotes are due to this office no later than 3:00 PM Central Standard Time on 26 Sep 2000. No telephone quotes will be accepted.
