- The purpose of this modification is to take out the sentence, "The Government has rights to the technical data, the data package is complete, and there are no technical data, engineering, tooling or manufacturing restrictions, and add the sentence, "The data required to procure this part competitively is not physically available, it cannot be acquired economically, nor is it possible to draft adequate specs for a competitive acquisition."
