- NASA/GSFC plans to issue a Request for Quotation (RFQ) for an engineering effort to develop technology needed for a civil air patrol Alaska demonstration project. The final goal of this project is to upgrade the Laser Search and Rescue (L-SAR) for operational use in a Beaver aircraft for implementation of the program throughout the U.S. This portion of the development will only focus on the real time processing of the L-SAR imagery. If the results of this portion of the development prove successful and if funds permit, further development will occur at a later date. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Sensytech, Inc., Ann Arbor, MI. An operational demonstration of L-SAR with the CAP Alaska Air Wing was developed by Sensytech, Inc. proving the concept. Upgrades needed for operational use in the Beaver aircraft are a follow on to the initial studies done by Sensytech, Inc. They have sufficient working knowledge of the existing system to allow them to contribute immediately. The increased time and cost to the government to orientate a new contractor would not be in the best interests of the goverment or the search and rescue project. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 13, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
