- The 12th Contracting Squadron at Randolph AFB intends to award on a sole source basis in accordance with FAR Part 6.302.Award will be made on a sole source basis to Government Retirement and Benefits, Inc. (GRB), Alexandria, VA, under the Simplified Acquisition Procedures.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.This announcement constitutes the only solicitation;quotations are being accepted and a written solicitation will not be issued. Solicitation Number FUFPC202360400 is issued as a request for quotation.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19.The SIC Code is 7372, size standard is $18.0.The contract is for the purchase of software licenses and maintenance support for the Integrated Employee Benefits Information System (EBIS) and the Interactive Voice Response System (IVRS) database software used in support of the Civilian Modernization network computer system for HQ AFPC/DPDXRA.This software provides the singular web based human resource office for civilian personnel records across the Civilian Modernization network.This software is critical to ensure total access to all personnel records in the Civilian Modernization database.The software allows users to remotely retrieve employee records from the database.Using the contracting series GS-1102 as an example, the EBIS/IVRS software maintains civilian personnel data such as certification levels, current position data, academic-education information, and the contracting officer warrant data.The required software license and maintenance support will sustain the same web based human resource office functions.The period of performance is 01 Oct 00 _ 30 Sep 01. Award is anticipated on 01 Oct 00 contingent upon the availability of funds. Offeror must provide cage code and ensure that they are registered in the Central Contractor Registration (CCR).Award will be made using Simplified Acquisition Procedures, therefore, the evaluation procedures at FAR 13.106-2 will be used.All responsible sources may submit an offer, which, if timely received, will be considered by this agency.Offerors are due at 12 Contracting Squadron not later the 430 PM, Central Time, 26 Sep 2000 and should reference the solicitation listed above.
