Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number R6-15-00-72 is issued as a Request for Quotations (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. (iv) This solicitation is set-aside for small businesses with a Standard Industrial Classification (SIC) Code of 5084, with a size standard of 100 employees. Other forms referenced herein are required to be completed and submitted with all quotations. (v) Offeror are to provide price quotations as follows: CLIN (Contract Line Item Number) 1; mounted boomed mower/brush cutter with an additional set of cutting knives with nut and bolt assemblies; 1 each. Additionally, offerors shall include catalogs and/or descriptive literature in enough detail that will allow the Government to thoroughly evaluate the proposed implement including a list of at least four references. (vi) The Umpqua National Forest, Forest Supervisor's Office, 2900 N.W. Stewart Parkway, Roseburg, OR 97470, requires the purchase and installation of a boomed mower/brush cutter on a Government furnished Ford TV140U tractor. The Contractor is to furnish, deliver and install an axle mounted hydraulic rotary type mower/brush cutter on the tractor indicated above. The cutter is to go on the cab end of the tractor as viewed with the seat and steering console facing the cab end for operation. Mounting of the brush cutter shall not interfere with tractor service requirements. The cutter must be capable of cutting vegetation such as grass, brush, limbs, and trees up to six inches in diameter. It shall also be capable of trimming/cutting vertically, horizontally, and below grade. Cutter head attachment point shall be at the center of the head, not an offset mount. Boom operation shall be hydraulic powered, operated from the cab seat of the tractor, allowing the operator to mow on either side of the tractor vertically, horizontally, below grade, and utilize stow position for transport. (vii) The contractor has 60 days after receipt of the award to deliver and install the mower/brush cutter. Delivery is to be FOB: DESTINATION to within a 100 mile radius of Roseburg, Oregon. (viii) FAR Clause 52.212-1, Instructions to Offerors -- Commercial Items (NOV 1999) and the following clauses incorporated by addendum apply -- At paragraph (e), "Multiple Offers," has been determined by the Contracting Officer to be non-applicable to this solicitation and is hereby removed in its entirety for the purpose of this requirement; (h), "Multiple Awards," has been determined by the contracting Officer to be non-applicable to this solicitation and is hereby removed in its entirety for the purposes of this requirement; 52.215-5 Facsimile Proposals (OCT 1997) -- Fax Number is (541) 957-3495. (ix) FAR Clause 52.212-2, Evaluation -- Commercial Items (JAN 1999) apply -- At paragraph (a) In addition to meeting the minimum requirements listed above, price and the following factors shall be used to evaluate proposed mower/brush cutters: (1) materials and workmanship, (2) technical aspects including ease of operation and (3) safety features. (x) FAR Clause 52.212-3, Offeror Representations and Certifications -- Commercial Items (Feb 2000) is incorporated and are required to be submitted with the contractor's quote. (xi) FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items (APR 1998), and the following clauses incorporated by addendum apply -- 52.219-6 Notice of Total Small Business Set-aside (JUL 1996); 52.247-34 F.O.B. Destination (NOV 1991).
