- Description
- NASA/MSFC plans to issue a Request for Quotation (RFQ) for an ALV/DLS/SLS-5022F Compact Goniometer System. Quantity required one (1) system. Minimum requirements: The system must be capable of simultaneous measurement of dynamic and static light scattering. The system must use fiber optics for coherent detection, along with high quantum efficiency avalanch photodiodes to reduce the required laser power for use within expensive helium neon lasers. The entire laser beam must be shielded to protect the eye from stray beams. The quantum efficiency of the avalanche photodiodes must be greater than 50%, with a background count rate of less than 250 counts per second. The linearity must be within plus or minus 1.5% up to 450 kilohertz for static measurements. The system must incorporate a secure overload protection unit to protect the photodiodes. The entire system must be compact, fitting on a 900MM x 1800MM optical breadboard. The system must include a cylindical 22MW or greater helium neon laser including power supply and rugged mount, a focusing unit including lenses, a laser beam folding adjustment unit with mirrors, the goniometer with a least one detection unit, a cell housing, a temperature measurement unit with feedback to the software, mechanical alignment tools with a semi-automatic support program to optimize laser beam position, a laser beam attenuator and laser monitor unit to record beam intensity and profile, and a digital real time autocorrelator including software for static and dynamic light scattering. An additional cuvette rotation/translation unit for the analysis of nonergodic samples must be included. The software must also be capable of accumulating an ensemble average time correlation function. The system must include on-site installation, training, and a (1) one year warranty. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from ALV-Laser Vertriebsgesellschaft m.b.H.; Robert-Bosch-Strasse 46; D-63225 Langen / Germany. The authority for other than full and open competion is FAR 13.106, supplies or services determined to be reasonably available from only one source. ALV is the only know company that makes a complete fiber optic based light scattering system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 11, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
