- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Request for Proposals (RFP) are being requested and a written solicitation will not be issued. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 97-19. This procurement is unrestricted and the Standard Industrial Code (SIC) is 5047 and the small business size standard is 500 employees. The Contractor shall provide Item Number 1: Automated Microtiter Plate System, for Immunology Tests and peripherals. The specifications for the automated microtiter plate Enzyme Immuno Assay (EIA) system is as follows: Open system; accommodates microtiter EIA tests from multiple vendors; benchtop instrument; capable of batch or random access processing of Immunology, Autommune diseases and Infectious disease tests; capable of processing multiple microtiter plates (minimum of 4 plates) at the same time; capable of using only a portion of the microtiter plate; allows re-use of partially used plates to reduce reagent and consumables consumption; capable of processing immunology test panels (such as Autoimmune antibody panels) at one time from the same specimen; allows selection of all photometer wavelengths used for (EIA) testing; has low specimen dead volume (200 UL or less) to allow low-volume specimens to be processed; accommodates multiple specimen tube sizes, including the commonly used 12X75 mm tubes; can be bi-directionally interfaced to VA Hospital information system; capable of reading bar-coded specimen labels generated by the VA information system; capable of archiving test results for a minimum of 7 days; allows direct use of vendor-packaged reagent kits to eliminate pour-off of reagents; software capable to storing multiple (at least 20 test methodologies); test results and test methods protected from loss due to power failure; contractor shall perform College of American Pathologist (CAP) required validation for all test methods to be run on instrument and supply test procedures in NCCLS format for all test placed on instrument. Equipment shall be delivered to the Louis Stokes Cleveland, Department of Veterans Affairs Medical Center, 10000 Brecksville Road, Brecksville, Ohio 44141, Attention: Warehouse. The Contractor shall deliver and install the equipment 130 calendar days after receipt of a purchase order. Delivery shall be F.O.B. destination. Offerors responding to this announcement shall provide the information required in provisions 52.212-1, a completed copy of 52.212-3 and the certification required in 852.219-70. Proposals shall be received by 9-29-00 at 12:00 p.m.local time.
