Description

This is an "Amendment 0002 " to the action originally publicized in the CBD on September 14, 2000 under solicitation number 53SBNB060164. Due to an administrative error Contract Line Item 10 through 26 was left off. Also this action has been extended to September 28, 2000. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. Solicitation Number 53SBNB060164 is issued as a Request for Quotation (RFQ) under FAR Part 13, Simplified Acquisition Procedures. The Standard Industrial Classification (SIC) Code is 3589 and the size standard is 500. This is a "brand name or equal requirement," meaning that quotes may be submitted for either the brand name, model numbers and part numbers specified herein or items manufactured by other company(ies) that meet all of the salient, physical, functional and performance characteristics of the brand name(s), model numbers and part numbers specified herein. Brand name or equal descriptions are intended to be descriptive, but not restrictive and are intended to indicate the salient characteristics of products that will be considered satisfactory to meet RFQ requirements. The National Institute of Standards & Technology (NIST) intends to obtain Pumping and Vacuum Components to be used for the Subatomic Displacement Metrology project at NIST. These components shall be compatible with NIST existing magnetic levitation vacuum turbo pumps from Pfeiffer Vacuum. CLIN 0005 1 each Model No. PM K01 712; TBB Battery Back-up; CLIN 0006 1 each Model No. PM C01 655; TCS 180 Pumping Unit Control for use with TCM 180. CLIN 0007 1 each Model No. PK T01 076: MVP 100-3 (MD8) Membrane Pump, 4.4cfm, 25 KF inlet, 120V, 60 Hz, with on/off switch. All other information publicized in the original synopsis is correct. FOB Gaithersburg, MD. Required delivery date is 4-6 weeks after receipt of order. The physical, functional and performance characteristics of the aforementioned twenty-four (24) CLIN's are ALL considered to be salient and must be met by any quoted "equal" products. Quotes for the aforementioned twenty-four CLIN's shall be firm-fixed-price. 52.247-35 FOB Destination, Consignees Premises. Delivery Location: National Institute of Standards and Technology, 100 Bureau Drive, Building 221 Room A055, Gaithersburg, MD, 20899-0001. The provision at FAR 52-212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Award will be made to the offeror whose quote offers the best value to the Government, technical, price and other factors considered. The Government will evaluate information based on the following criteria listed in descending order of importance. TECHNICAL FACTORS when combined are significantly more important than price. Factor 1) Meeting or Exceeding the Requirement; Factor 2) Past Performance-this factor will be evaluated based on the references provided IAW FAR 52.212-1(b)(10), which requires the offerors to submit references for the same or similar items. (The offerors must provide a list of at least three (3) references confirming the use of the offered system. The list shall include the name of the referenced contact person and the company organization; the amount of the contract and the address and the telephone number of the Contracting Officer, if applicable; and the date the services were completed. In compliance with provision FAR 52.212-(1)(b) and submit 1) Three copies of the quotation which addresses CLINs 0001 -- 0026; 2) three copies of the technical description of the items offered in sufficient detail to evaluate compliance with the requirements in this solicitation and a copy of the terms and conditions of the proposed warranty; 3) two copies of the most recently published price list(s); and 4) two copies of the list of references. Quotes shall contain all twenty-five CLIN's. Any quotes for "equal" items shall be supplemented with DETAILED specifications for each "equal" item offered that details the quoted item's physical, functional and performance characteristics. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, with its quote. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including the following clauses in subparagraph (b): (11) 52.222-21, (12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15) 52.222-37, (18)(ii) 52.225-3, and (22) 52.232-33. The following clauses also apply to this acquisition: 52.211-6, Brand Name or Equal (AUG 1999) and 52.233.3, Protest After Award (AUG 1996). Offerors shall address ALL requirements herein, and shall provide clear evidence of understanding, ability and willingness to comply with the Government's specifications.
