Description
The U.S. Army Space and Missile Defense Command (USASMDC'S) Battle Lab Directorate has a requirement for studies relating to USASMDC's Battle Lab Future Direction with the Army Vision. The study will assess the vision and goals of the U.S. Army, USASMDC, and the USASMDC Battle Lab, and their implications and effects on current and future efforts, activities, and programs of the USASMDC Battle Lab. Emphasis shall be placed on identification of most relevant opportunities for USASMDC Battle Lab contribution to needs of the Army Transformation Force, within the realm of the Battle Lab core competencies. Areas to be addressed include: Experimentation, Exercises, Technology, Models and Simulations, and Processes and Performance Measures. Pursuant to 10 USC 2304(c) (1) and FAR 6.302-1(a)(2)(i), USASMDC plans to award a contract for these studies on a sole source basis to Defense Systems Management Corporation (DSMC), Huntsville, AL. Only one responsible source demonstrates a unique capability to provide the particular research services proposed, not otherwise available to the Government, and does not resemble the substance of a pending competitive acquisition. DSMC is postured to provide expert support and analysis in the area of management, organizational, and business improvement efforts. They have eminently qualified personnel in the area of developing Army Research and Development programs in response to rapidly changing policies, technologies, and threats. The expertise of DSMC is crucial to the successful development of Advanced Concept Demonstration Programs which is one of the key products from the study. This effort is anticipated to be awarded in Fiscal Year 2001 and performed in Fiscal Year 2001. This effort is not open for foreign participation at the prime contract level.
