- Special Note 25: The US Army, Communications-Electronics Command (CECOM), Research, Development and Engineering Center (RDEC), Intelligence and Information Warfare Directorate (I2WD) is seeking sources to ascertain potential U.S. vendor participants in a Foreign Comparative Test (FCT) of Ground Based, Low Probability of Intercept (LPI) Capable, Communications Intelligence (COMINT) Systems. The intent of this test will be to evaluate the current capabilities of some existing international and domestic COMINT systems. Key sub-system capabilities (ranked by priority) that will be tested/evaluated are: 1) Ability to detect, direction find, and identify tactical VHF LPI emitters; 2) Ability to detect, direction find, and determine modulation type of single channel emitters in the 20-2000MHz Frequency Range; 3) Ability to operate in a dense signal environment; 4) Ability to operate with strong in-band emitters nearby; 5) Ability to automatically and efficiently provide operators with and disseminate useful emitter information; 6) Ability to be integrated into the current Prophet Ground system. Government testing with Contractors' participation is anticipated to take place June 18th -29nd, 2001 at Fort Huachuca, Arizona. The contractor(s) invited at the discretion of the Government shall provide reduced test data during the test and a formal report after test completion. Funding, not to exceed $150K, will be available to offset costs associated with transportation, shelter, power, operators, and data collection/reporting for their system. The Government will provide test sites, scenarios, communications and emitters to the invited contractor(s). All interested parties, considering participation in the FCT, are encouraged to contact Government Technical Points of Contact -- Major Al Visconti at (732) 427-1992 and/or Mr. Jeff Burke at (732) 427-6473. Interested firms, wishing to be invited to the FCT, should submit a white paper no greater than ten pages in length and should include at minimum the following information: 1) Technical description of the system that will participate in the test to include configuration and capabilities; 2) Identification of location and parameters of the system that is currently in use or previously fielded; 3) Identification of the original manufacturer of the system and key subsystems; 4) Outline of test plan to support Government anticipated test at Ft. Huachuca in June 2001; 5) Overall system performance measured against Prophet Ground Block III requirements as specified in the Prophet Ground Operational Requirements Document (ORD) Version 12.9, dated 19 July 00. * * Prophet Ground ORD will be made available upon request.
