Description
The NATO Maintenance and Supply Agency, acting on behalf of the North Atlantic Council, has a requirement for the performance of a study to explore the feasibility of options for acquiring multinationally owned or leased sea and air lift assests for rapidly deploying forces. The services to be furnished are: The contractor is to provide a comprehensive report detailing the research conducted, the various means utilized to perform analysis and investigation and the names of governmental offices and commercial entities that have been consulted; based on the planning scenarios provided, on the assumption freight deployment is done 90% by surface means and 10% by air and on the publicly published national current and planned capabilities, assess any need for complementary acquisition; the contractor is to provide, in matrix (or other agreed equivalent)format, the results of the research, providing an effective assessment of the quantitative and qualitative aspects against the options provided; the contractor is to provide a written evaluation, based on the matrix, of the options provided and identify the viability of each option highlighting advantages and disadvantages of each option and other revelant deductions. The report should allow the Movement and Transportation Advisory group (MAG) to have the necessary information to prepare a decision document; The contractor will conduct this work and submit a final report to the MAG within 4 months of contract award; the contractor will provide monthly written updates to the Contract Control Group (CCG), and the contractor will also be required to give presentations to the MAG and its subordinate bodies. It is expected to have a first presentation 8-10 weeks following contract award and a second one at the end of the contract. Both presentations will be given at NATO HQ Brussels, Belgium.
