Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT This is a notice of intent to award a sole source contract to Tryck Nyman Hayes, Inc., Kingston, Washington for the design of new and perform modification/repairs on existing Extremely Low Frequency (ELF), Very Low Frequency (VLF) and Low Frequency (LF) transmitting facilities throughout the world. The Navy ELF/VLF/LF broadcast communication systems are in a continual state of development and refinement. The ELF/VLF/LF program requires the design, engineering, modification, repair and upgrading support for the Antenna and Tuning System. This encompasses United States (U.S.) Navy towers in excess of 1,000 feet, Omega VLF equipment for conversion to U. S. LF/VLF applications and U.S. Loran Navigational System related to LF/VLF conversion and site sharing. Feasibility studies unique to the LF/VLF transmitters as they relate to environmental controls (transmitter cooling) and handling and reinstallation of sensitive LF/VLF components are required. High voltage LF/VLF component testing of sophisticated equipment and components including insulators, RF bushings, and isolation transformers relating to ELF/VLF/LF broadcasting. The ELF/VLF/LF program required precise measurements and assessments of high voltage test facilities for testing broadcast components in the LF/VLF frequency ranges. Sometimes, before testing LF/VLF feed-through bushings, insulators and transformers can be completed; design and fabrication of appropriate test apparatus must be accomplished. This contract will be for a one-year period with four one-year options. This procurement is subject to the availability of Fiscal Year 2001 funding. This is not a formal solicitation. This synopsis is not considered a request for proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source or offerors are available and more advantageous to the Government. Alternatives may be considered if clear and convincing evidence is demonstrated in writing that other sources are available that maintain the expertise necessary to support the Navy ELF/VLF/LF Transmitter Program as described herein. Previous similar projects and points of contact along with telephone numbers must be provided along with your written demonstration of expertise. If no written response is received, negotiations will commence with Tryck Nyman Hayes without further notice. A determination by the Government not to compete this procurement based on this notice is solely within the discretion of the Government.
