- Description
- A Basic Ordering Agreement (BOA) is in place to perform environmental cleanup work, and the contractors included in this agreement are the only contractors that will be invited to bid on this work. A list of BOA contractors interested in this work is not available at this time. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY, IT IS TO INFORM SUBCONTRACTORS OF THE FOLLOWING ENVIRONMENTAL CLEANUP WORK. This work addresses the need to mitigate threats to the environment, the residents living within the Site and the nearby Towns of Rimini and Basin, Montana, and to the drinking water source for the City of Helena. The threat is posed by high concentrations of arsenic and other metals in the piles of waste materials from abandoned mining operations within the Site boundaries and concentrations of hazardous substances that are impacting the Upper Ten Mile Creek and Upper Boulder River Watersheds. The levels of contamination in the waste piles, the unsecured nature of the situation, and the requests of Lewis & Clark County and the State of Montana dictate a Time-Critical Removal Action. Site conditions meet the criteria for initiating a Removal Action under 40 CFR Section 300.415(b)(2) of the National Contingency Plan (NCP). Site Description: The Upper Tenmile Creek Watershed Mining Area (UTMCW) Site is on the National Priorities List (NPL) for clean up (CECLIS ID number MTSFN7578012.). The UTMCW is located approximately twelve miles to the southwest of the City of Helena and supplies 70%-80% of Helena's drinking water. Located within the UTMCW are eighteen abandoned mine complexes which historically make up the "Rimini Mining District." The Upper Boulder River Watershed (Basin Creek, High Ore Creek and Cataract Creek) were also identified for clean up work, and in October 1999 the Basin Creek Mining Area Site was added to the NPL (CERCLIS ID number MTD982572562). The Site is located within Jefferson County, Montana, north of the town of Basin. There are approximately 30 mine complexes within the Basin Creek and Cataract Creek drainages. The Luttrell Pit, which is part of the former Pegasus Gold Basin Creek Mine, Inc. operation is being used to construct a mine waste repository. Additional facilities as described below are also used to support cleanup operations associated with this work. Removal Actions will be performed by contract with the Bureau of Reclamation on behalf of the Environmental Protection Agency and the United States Forest Service in a base year of 2001 and option years for 2002, 2003, 2004, and 2005. The full extent of cleanup work to be performed has not been determined. There is a potential for more than an additional 1 million cubic yards of material to be placed in the Luttrell Pit mine waste repository. Safety Requirements: Work on site is subject to requirements of 29 CFR 1910.120 Health & Safety Standards in addition to USBR Health and Safety requirements. Also, various environmental statute regulatory standards may be applicable or relevant and appropriate. 2001 Base Year Work: The work anticipated for the base year of this contract in 2001 in the Upper Tenmile Creek Site includes the Upper Valley Forge Mine and Banner Creek Tailings, and in the Basin Creek / Cataract Creek drainages, the Bullion mine and the Crystal mine. Principle components of the work may include but are not limited to: mine waste (tailings and waste rock) cleanup, excavation, backfill, berm construction, road construction, hauling, remediation, restoration, repository construction, liner installation, gravel processing, dust abatement, wetland development, care of streams, and water treatment system construction. Estimated price range of job falls in the step between $1,000,000 to $5,000,000 annually. Depending on the EPA and FS decision document approvals and agency funding levels, work scopes may increase or decrease annually. Bid performance, and payment bonds will be required. The solicitation will be available approximately January 10, 2001. Site Visit -- Two site visits are scheduled for October 17, 2000 and October 19, 2000 contractors are to meet at 9:00 a.m. at the administration building at the BCMI mine site. The mine site is located 14 miles up basin creek road through Basin Montana. Two site visits are scheduled soley for the convenience of potential bidders and subcontractors, attendance at both site visits is not necessary.
