Description
Kaiser Hill, L.L.C. (KH) is seeking letters of interest for commercial services relating to the treatment and disposal of mercury containing radioactive mixed waste currently stored at the Rocky Flats Environmental Technology Site (RFETS). RFETS is located approximately 16 miles northwest of Denver, Colorado. RFETS is currently storing approximately 27 cubic meters of Low Level Mixed (mixed RCRA Hazardous and low level radioactive waste that is contaminated with elemental mercury (D009). The waste consists of various discarded devices containing mercury (High Mercury-Inorganic Subcategory [>260 mg Hg/kg] and containers of radioactively contaminated elemental mercury. Some of the waste consists of debris contaminated with a variety of "D" and "F" listed constituents in addition to elemental mercury derived from discarded mercury containing devices and cleaning/maintenance of such devices. Waste Description: Waste Form # 10 Miscellaneous Liquids Subpopulation 10S consists approximately 1.3 cubic meters of containers of elemental mercury (D009). These containers are not contaminated with any other listed or characteristic wastes. Waste Form # 25 Heavy Metal Subpopulation 25C consists of approximately 0.6 cubic meters of waste composed of various discarded mercury containing devices. They may include batteries, thermometers, gauges, and mercury switches. No other listed or characteristic wastes are included in Waste Form #25C. Waste Form #52 Combustibles The remainder of the mercury contaminated waste (approximately 25 cubic meters of various subpopulations of Waste Form 52) consists of a variety of solid wastes contaminated with mercury (D009) and other "D" and "F" listed compounds. The waste matrix is debris consisting of combustibles, metals, glass, latex, rubber, plastic, asphaltic compound, and urethane and silicone resins. The hazardous constituents include, arsenic (D004), barium (D005), cadmium (D006), lead (D008), chromium (D007), selenium (D010), silver (D011), carbon tetrachloride (D019), 2,4,6- trichlorophenol (D042), and F001-, F002- and F005-listed solvents. Some of this waste consists of hazardous combustibles generated during the cleaning and calibration of mercury barometers, manometers, flow meters, and gauges. This waste also contains thermostats, bulbs, and other broken equipment. As part of this Request for Information, Kaiser Hill is requesting technical and regulatory permit information regarding offsite services and equipment that are appropriate for the treatment and disposal of the mercury contaminated waste streams described above. Responders to this announcement are requested to provide KH with the following: (1) The location of the treatment facility; (2) a treatment process flowsheet specifying all input and output streams, treatment mechanism, final waste form(s), and additional treatment required to meet final disposal criteria (e.g., stabilization); (3) a client list including the name and phone number of a contact person, waste stream treated, and volume of waste treated; (4) a description of the regulatory structure under which the waste will be treated including a description of all required waste treatment permits, a corporate officer's certification stating all required permits are current. OR a detailed statement demonstrating knowledge of the current regulations and providing compelling evidence that the treatment method could be permitted under potential new regulations revising the Land Disposal Restrictions (LDR) treatment standards for mercury-bearing wastes; (5) your facility's waste acceptance criteria. A working knowledge of and demonstrated compliance with DOE, EPA, and OSHA regulations is also necessary. This advertisement is NOT A SOLICITATION for services.
