Description

The International Boundary & Water Commission, United States Section (USIBWC), has a requirement for a firm-fixed price commercial services contract for laboratory analytical services. This acquisition is a 100% small business set-aside. The scope of services requires the Contractor to provide laboratory services for compliance monitoring for the Nuevo Laredo International Wastewater Treatment Plant (NLIWTP) in accordance with Minute No. 279, entitled Joint Measures to Improve the Quality of the Waters of the Rio Grande at Laredo, Texas/Nuevo Laredo, Tamaulipas,' dated August 28, 1989. The Contractor shall furnish all labor material, supplies, equipment, and personnel to perform laboratory services for the samples provided by the USIBWC to the Laboratory or Laboratory's subcontractor. The laboratory, and any subcontract laboratory must meet the program requirements listed in the Texas Clean Rivers Program, Rio Grande Basin Monitoring Program Quality Assurance Project Plan (RGBMP/QAPP) to conduct water, wastewater, groundwater, sludge/solid waste and toxicity laboratory analyses for monitoring purposes. The Laboratory shall use analytical methods for the various parameters in accordance with the scope of services. The firm-fixed price contact is for one-time service during the period November 6 through November 16, 2000. Tentative dates for issuing and closing the Request for Quotations (RFQ) H-01-01 are October 6, 2000 and October 23, 2000, respectively. Requests for RFQ H-01-01 must be submitted in writing, no telephone requests will be accepted, to the International Boundary & Water Commission, US Section, 4171 North Mesa, Building C, Suite 224, El Paso, Texas 79902-1441. Copies of the quotation packages are available at no charge. All requests for bid documents must be in writing by October 5, 2000, no telephone or facsimile request will be accepted. Requests for quotation documents must be sent to the preceding address, ATTN: Irma Gurrola. Requests must include business name, point of contact, address, telephone and fax numbers (include area code), e-mail address (if available), and RFQ number. The standard industry classification (SIC) code for this acquisition is 8734 for Testing laboratories, except clinical. The small business size standard is $5 million in average annual gross receipts for the past three years. See Note 1.
