Description
The Federal Bureau of Prisons, Western Regional Office has a requirement to provide Special Learning Needs Instruction to the inmate population at the Federal Correctional Institution, 5701 8th Street, Camp Parks, Dublin, CA 94568. The objective of the instruction is to provide designated inmate students with specialized instruction that will enable them to improve their educational performance. The designated Special Learning Needs (SLN) students are defined by their difficulty in learning, understanding and integrating concepts typical of a mainstream GED curriculum. The SLN Instructor must work toward building an SLN program that assesses student learning progress, develops documentation of special needs as well as offers a learning plan to assist the student. To this end the SLN Instructor will evaluate, instruct and document students learning from both the mainstream GED population as well from those enrolled in the SLN program. The SLN Instructor will identify inmates who should be exempted from the restrictions traditionally placed on person who have not passed the GED exam. The SLN contractor will create and continually audit all records and support documentation related to these inmate educational exemptions. The SLN Instructor will utilize and administer Bureau of Prisons approved testing/assessment tools as prescribed by Bureau of Prison's policy. This requirement is a small business set aside. The SLN Instructor shall provide credentials granted by an accredited institution of higher learning. This shall consist of credentials from an agent accredited by the Western Association of Schools and Colleges or the SLN Instructor shall possess a valid and current direct certificate or equivalent education which qualifies him/her to teach, direct and managed a SLN program. Bachelor of Arts Degree with an Education background in Learning Handicapped Credential Learning Disabilities, Educational Psychology with an emphasis in learning disabilities or Masters of Arts/Science degree in an equivalent field.. A valid Learning Handicapped (Disabilities) teaching credential from any state. This credential would be accompanied by a minimum of one year classroom teaching experience. Graduate work may substitute for experience if it is in; diagnosis and correction of learning difficulties; curriculum development; teaching, method and materials used to effectively teach learning disabled students. The SLN Instructor shall provide the Bureau of Prisons with twelve (12) hours per week of instruction. The instruction shall be required for a period of fifty (50) weeks per year, with an estimate requirement of six hundred (600) hours per year. The work schedule shall be determined by the Bureau of Prisons and the departmental needs of the Supervisor of Education. All Request for Quotation shall be evaluated in accordance with the following factors: Technical Description, Professional Qualifications, Classroom Experience, Correctional Experience and Price. The Instructor shall not be required to provide services on Federal holidays. The anticipated date of award is December 01, 2000. The anticipated period of performance is, Base Year: Date of Award through 12 months from award date; Option period #1: 13 months from date of award through 24 months from date of award; Option year #2: 25 months from date of award through 36 months from award date; Option period #3: 37 months from date of award through 48 months from award date; Option Period #4: 49 months from date of award through 60 months from award date.
