Description
The Federal Bureau of Prisons, Western Regional Office has a requirement to provide Parenting Instruction to the inmate population at the Federal Correctional Institution/Federal Prison Camp, 5701 8th Street, Camp Parks, Dublin, CA 94568. The objective of the instruction is to provide Parenting Instruction (Primary responsibility) and secondarily to provide social services outreach, counseling and for parenting issues, and referral to community based services for the inmate population. The program shall ensure the development of positive relationships, family values, and mutual support and nurturing, which may be sustained after release, will be promoted and reinforced among inmates and their spouses and children. The Instructor shall allow each inmate the opportunity to counteract negative family consequences resulting from his/her incarceration. The program shall provide Parenting education which will include a segment on building a continuing family relationship while incarcerated, including the use of community support systems, engaging in interactive play with children, age-appropriate communication with children during long periods of absence, recognizing and contributing to the understanding of the stages of childhood development, including proper nutrition, administering appropriate and effective discipline, fostering self-esteem in children, participating in the child's education process, preventing childhood injuries, including physical and sexual abuse, dealing with sibling rivalry and identifying factors what indicate personal readiness for parenting including knowledge of a positive environment for children. The ability to effectively address the non-English speaking inmate population is a critical component of the services required. This requirement is a small business set aside. The Instructor shall possess extensive knowledge and background in parenting issues with an emphasis on early childhood development, communication/interaction skills, family intervention training, and knowledge and ability to train an inmate peer advocate group. The Instructor shall provide credentials granted by an accredited institution of higher learning. This shall consist of credentials from an agent accredited by the Western Association of Schools and Colleges or the Instructor shall possess a valid and current direct certificate or equivalent education which qualifies him/her to teach, direct and managed a Parenting program. Bachelor of Arts Degree. The Parenting Instructor shall provide the Bureau of Prisons with an estimated fifty (50) weeks of instruction. The weekly schedule shall be as follows: Tuesday and Thursday evenings, instruction shall be held in English and Spanish simultaneously. The classes shall be held between the hours of 5:30 p.m. and 8:30 p.m at the Federal Correctional Institution. Classes shall be provided in English on Wednesday evenings at the Federal Prison Camp between the hours of 5:30 p.m. and 8:30 p.m. The instruction shall be continuous and not less than two and one hand hours, but will not exceed three hours. The Instructor shall also provide administrative, counseling and planning sessions weekly on Tuesday and Thursdays at the Federal Correctional Institution and on Wednesday at the Federal Prison Camp. The administrative, counseling and planning sessions will not conflict with classroom instruction. All Request for Quotation shall be evaluated in accordance with the following factors: Technical Description, Professional Qualifications, Classroom Experience, Correctional Experience and Price. The Instructor shall not be required to provide services on Federal holidays. The anticipated date of award is Dec 01 , 2000. The anticipated period of performance is, Base Year: Date of Award through 12 months from award date; Option period #1: 13 months from date of award through 24 months from date of award; Option year #2: 25 months from date of award through 36 months from award date; Option period #3: 37 months from date of award through 48 months from award date; Option Period #4: 49 months from date of award through 60 months from award date.
