Description
CBD notice posted on March 30, 1999, amended on April 9, 1999, amended on April 20, 1999, amended on May 10, 2000, and amended on July 11, 2000, is further amended as indicated below. The General Services Administration (GSA) has a need to procure construction services for limited modernization at Federal Office Building 10B, located at 600 Independence Avenue, SW, Washington, DC, Solicitation No. GS-11P99MQC0052. The construction will consist of: tenant alterations; sprinkler installation; major mechanical and electrical replacement and upgrades, and structural repairs. An amendment will be issued on or about October 2000, that will include items to delete some of the work to replace and upgrade equipment in the Chiller Plant, delete the elevator upgrades (Package 2), phase the work for the majority of work to be performed between April 2001 and April 2002, to schedule additional site visits in October 2000, and to provide a bid due date for on or about November 2000. A firm fixed price contract will be awarded for the services. The estimated cost range for the project is more than $10,000,000.00. The contractor must provide all management, supervision, labor, materials, supplies and equipment, except as otherwise provided and must plan, schedule, coordinate and assure effective performance of all construction to meet GSA and client agency requirements. Competitive, source selection procedures will be used in accordance with FAR Part 15. Award will be made on the basis of the lowest price technically acceptable proposal. This solicitation is not set-aside for small businesses. However, this procurement is being made under the Small Business Competitiveness Demonstration Program. Women-Owned Businesses are encouraged to submit a bid and so state that they are Women-Owned. The Standard Industrial Classification Code for this procurement is 1542 and the small business size standard is $17,000,000.00. The RFP was originally issued on April 27, 1999. GSA is issuing this solicitation electronically and on CD-ROM. You may access the solicitation at Internet address: http://www.eps.gov. Potential Bidders may pick up a CD ROM copy of the Construction Project's specifications and drawings, in person, at Room 1366, Federal Office Building 10B, 600 Independence Avenue, SW, Washington, DC; for the amount of $10.00 cash. No checks or money orders accepted. A receipt will be issued for the payment. The CD ROM version of the construction specifications and drawings is also available by download at the Internet Web Site http://www.gsadcsouth.com, however download time is considerable.
