- Request for Information (RFI) -- The Space and Naval Warfare Systems Center (SPAWAR) Charleston seeks sources and information concerning guard duress notification systems and supporting technology that is appropriate for use in a Corrections institution environment. Information on available State-of-the-Art (SOTA) systems is requested to support community outreach initiatives of the National Institute of Justice (NIJ). Data on new or emerging technology capable of supporting the goals of these systems is also needed to support planning of future Research and Development (R&D) in this area. Requirement: Specific technical areas of interest for systems and technology include: (1) Tracking accuracy of both interior and exterior facility areas (accuracy radius in feet and % of samples in specification); (2) Accuracy of determining location with respect to facility structures, walls, etc.; (3) Positive identification of individuals; (4) Hardware and system reliability (mean-time-between-failure (MTBF) in hours/system availability (A0) in %), discussion of interference resistance, tamper resistance, and false positives (% of samples); and (5) System cost estimates based on current product specifications or planned enhancements. Part A -- Guard Duress System and Technology Guide (publication): In support of NIJ, we intend to publish technical data on available guard duress notification systems. Pertinent technical data includes descriptions for available products, application and implementation parameters, associated performance specifications, system architecture, cost, and other important factors. The publication will also discuss implementation factors and tradeoffs for various technologies employed. The intent of this publication is to assist decision-makers in the Corrections community considering acquisition of these systems. Part A Submittals: To be considered for inclusion in the intended publication, interested parties should submit product sheets in electronic format, MS Word or Adobe (pdf). The product sheets should address each of the technical data areas described above (descriptions for available products, application and implementation parameters, associated performance specifications, system architecture, cost, and other pertinent data). Submitters are advised not to include information they wish to maintain as company proprietary data as part of this product sheet. Additional product information such as cut sheets or marketing pamphlets will also be accepted along with the product sheet. Those products for which the product description is not submitted will not be considered for inclusion in the publication. Part B -- Demonstration of new and innovative technology: We are interested in a potential demonstration of technology/systems with revolutionary or innovative design or a significant increase in integrated functionality or operational performance in an operational setting. Therefore, we are requesting information on (1) Current SOTA Products, (2) Available and emerging technologies, and (3) Near term research and beta products that are potential candidates for technology investment. Part B Submittals: Parties with information regarding a potential technology demonstration should submit: (1) Technical information and materials regarding existing and proposed products, technologies, and research. This includes, but is not limited to, current and/or projected performance capabilities, development costs, and potential delivery schedules; (2) A brief description of relevant and recently completed efforts; and (3) pertinent company information, including contact person, phone number, and email address. Please note that materials submitted will not be returned. This request for information is for planning purposes only and shall not be construed as an Invitation for Bid (IFB) or a Request for Proposal (RFP).
