- THIS IS THE OFFICIAL CBD SYNOPSES OF SOLICITATION ISSUANCE. The United States General Services Administration (GSA) has a requirement for replacement of existing generators at the Social Security Administration_s National Computer Center (NCC) Utility Building in Woodlawn, MD. This requirement will be filled through award of a single design/build contract. The project involves replacement of three existing emergency turbine generators units rated 7.2 MW, 1200 RPM, 13.2 KV with three new industry proven, duel fuel generators that can operate with Natural Gas or Kerosene (Certified K-1). The new emergency turbine generators shall all be of equal rating, with a minimum between 10 and 15 MW and an electrical output of 13.2 KV. The new emergency turbine generators shall fit in the existing footprint of the present generator room and operate with the Standard Operating System (sssysc9) dated 12/16/99 presently in use at the National Computer Center (NCC). The installation of these new turbine generators shall have the same switching capability for operating both the normal and emergency 13.2 KV buss located in the Utility Building at NCC as at present. The operation of any combination of two (2) out of the three generators should be capable of carrying a minimum 20 MW load on a 95-degree day with 95% humidity at 390 feet above sea level. The project also involves the replacement of existing generator control panels with new industry-proven control panels and the replacement of two line-ups of existing 15KV switchgear. Award will be made using negotiated best-value source-selection procedures incorporating trade-offs between price-related and non-price related factors. The Government will be looking for evidence that the contractor has successfully installed emergency generators of a size from 10MW to 15MW, evidence that the contractor has successful experience with projects involving coordination with utility companies, evidence that the contractor has successful design/build experience with electrical/mechanical projects, at least one of which was for an emergency generator of a size from 10 MW to 15 MW in the last ten years, and evidence that the contractor has been in operation in the electrical/mechanical field for at least 10 years. The procurement will be conducted on an unrestricted basis with full and open competition under the Small Business Competitiveness Demonstration Program. The NAICS code is 23332.
