- 17. DESCRIPTION The U.S. Army Tank-automotive and Armaments Command (TACOM) intends to negotiate with Evans & Sutherland Computer Corporation on a sole source basis for maintenance of the hardware and software developed by Evans & Sutherland. TACOM is issuing a combined Synopsis/ Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals will be accepted, however a written solicitation will not be issued. The combined Synopsis/ Request for Quotation (RFQ) number is AMSTAT-RVP5-1601. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14, dated 24 Sep 1999. The associated standard industrial classification code is 7373, with a size standard of 1,000 employees. The Evans & Sutherland hardware is as follows: One (1) ESIG-3000 Computer Image Generator First Channel and two Additional Channels, and one (1) Harmony Computer Image Generator. The Evans & Sutherland software consists of EaSIEST Modeling Software running on the ESIG-3000, and Integrator Modeling Software running on the Harmony System. The type of service is for a one year maintenance order with Evans & Sutherland offering standard repair service agreements for the Computer Image Generators; and telephone support, updates to the programs, and field service engineering for the EaSIEST Software and for the Integrator Software. Services are for TACOM, AMSTA-TR-VP/157, Warren, MI, and the performance period will begin 1 Oct 2000. F.O.B. Destination will apply. Provision at FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The following factors shall be used to evaluate offers: (i) technical capability of the items offered to meet the Government requirement and (ii) price. Offerors are advised to include a complete copy of the Provision at FAR 52.212-3, Offerors Representation and Certification Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items; applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. This acquisition is rated DOA4. TACOM intends to negotiate solely with Evans & Sutherland Computer Corporation, 600 Komas Drive, Salt Lake City, UT for renewal of these services. See numbered Note 22. Offers are due no later than 3:00 p.m., local prevailing time on 16 Oct 2000.
