This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is: A10EP54280D2, the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The associated standard industrial classification code is 5192 and small business size standard is 100. The contract line item number(s) and items, quantities and units of measure are: CLIN 0001 -- Subscription Renewal to Specs & Standards Service, Web Based -- Custom, Full Text Direct Access, 4 Passwords, SFAE MSL. Quantity -- 1, unit -- year. Description of requirements for the items to be acquired are as follows: Subscription is World Wide Web Based Full Text Direct Access. Includes: DOD Standardization Documents, DOD Standardization Historical Documents, DOD Directives (Current & Historical), DOD Adopted Industry Standards, H4/H8 Cage Data, and Haystack Logistics Information Svc (2 users) with DO49, CHAIN, PMA, QPL & UPC. The proposed contract action is for services for which the government intends to solicit and negotiate only with one source. This notice is not a request for competitive proposals. Only Information Handling Services (IHS) meets the government requirement of government and industry specifications and standards with a comprehensive and integrated index to all products required on-line. The IHS proprietary software products are not available through any other vendor. This subscription service is needed for immediate access and latest updates. Date of performance is 01 OCT 2000 through 01 OCT 2001. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items, is applicable, the specific evaluation criteria to be included in paragraph (a) are technical capability and price. The evaluation factor technical capability is significantly more important than price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
