Description
Synopsis No. 031, RFP SP4400-00-R-0026. Service contract for all fees, labor, packaging, removal, transportation and disposal of hazardous items located at DRMO's Ft. Riley/Ft. Leavenworth/McConnell AFB KS, Offutt AFB NE and surrounding locations. Prospective offerors are required to submit a concept paper to reengineer/re-design the current DRMS pickup, removal and disposal requirements to include billing and invoicing process for Phase I. Phase II each offeror will rewrite the existing statement of work incorporating the concept paper ideas and offer pricing. Phase I: The general criteria's to be covered are pickups, removals, disposal of material, documentation, special services, tracking and payment process'. The concept paper should be in sufficient detail for a determination of technical acceptability. No technical discussion will be conducted in Phase I; only those proposals found to be technically acceptable will be allowed to continue into Phase II of this solicitation. Following is the criteria to be addressed in the concept paper(s): I. Pickup, Transportation, and Disposal The contractor must provide plan as to how he will accomplish the pickup, transportation and disposal of all items within the following guidelines: 1. To have all items removed from the Government facilities within 30 calendar days except as otherwise noted. 2. To dispose of all hazardous items with a final disposal method other than destructive incineration with two hundred twenty-five (225) calendar days after issuance of each written task order. 3. To dispose of all hazardous items that must be disposed of via destructive incineration within three hundred fifteen (315) calendar days after issuance of each written task order. Address procedures contractor will follow: 1. To assure all reports required by federal, state, local and base regulations and disposal of documentation are completed within two hundred seventy (270) calendar days after issuance of each written task order for hazardous items with a final disposal via destructive incineration. 2. To assure that all work under this contract, including submittal of all reports required by federal, state, local and base regulations, and disposal documentation is completed/submitted to the Contracting Officer within three hundred sixty (360) calendar days after issuance of each written task order. Address procedures the contractor will follow in performing expedited removals (previous requests for expedited removals have ranged from 3 days to 15 days). II. Input and Tracking of Material The contractor must provide processes for inputting delivery order requests slated for removal into BOSS or compatible system to track pickup, removal timeframes and final disposal. III. Payment for Services Explain how the contractor would satisfy the current submission of documentation, acceptance and invoicing for payment of services. IV. Management and Operation of Conforming Storage Sites and 90-day Sites V. Training of Base Military and Civilian Hazardous Waste Workers VI. Emergency Spill Response Each of the above categories will be evaluated for: a. The adequate and reasonable uses of resources, including labor and all phases of the performance process and indicate a potential for successful performance. b. Soundness of Approach to ascertain the proposed resources, interfaces and lines of communications are a sound and efficient approach to support Government's requirements. Concept paper is due by 1630, 31 Oct 00 and limited to no more than 10 pages. Phase II: Offerors with acceptable concept paper will be asked to provide a rewrite to the current statement of work (to be provided by the Government) and incorporate the concept paper ideas and proposed pricing. Each offeror will also be asked to price and provide two pricing proposals. One under the current DRMS solicitation criteria and secondly using the ideas of the concept paper. Phase II issuance and closing dates for this solicitation will be established after the concept paper evaluations are completed in Phase I. Prospective contractors and subcontractors must be able to meet all federal, state and local laws, ordinances and regulations governing disposal of hazardous waste materials and environmental protection. This procurement is under full and open competition. The Government will make award to the offeror whose offer is technically acceptable, conforms to the solicitation and demonstrates the best value to the Government in terms of past performance, innovative/unique approach, price, socioeconomic plan, and Mentoring Business Agreements (MBA) participation.
