Description

The Defense Logistics Agency (DLA) is pleased to inform our contracting community of two significant changes impacting the Automated Best Value System (ABVS). These changes are scheduled to go into effect October 2000. Historically, ABVS utilized the Contract Delivery Date (CDD) field when calculating a contractor's "Delivery" score. In order to capture a more accurate picture of a contractor's performance, a new field, "ABVS Date," has been established for use in addition to the CDD field. (These fields are identified as "CDD (Actual)" and "CDD (Calculated)" on the ABVS vendor data screens.) This change will provide for an audit trail of all CDDs (original and revised) and will indicate whether the CDD modification was the responsibility of the contractor or the Government. As a result, contractor-caused delinquencies, regardless of corrective action, will be reflected in the ABVS as an indicator of past performance. In addition, a new award notice has been created for use in all unilateral purchase orders. This notice, entitled "Notification of Rejection of Unilateral Award," requires a contractor to promptly notify the buying activity if they do not intend to perform by the specified delivery date. Failure to provide this notice will adversely affect a contractor's past performance ABVS score if the order is subsequently canceled at other than the Government's request.
