Description
The United States Department of Energy's (DOE) National Energy Technology Laboratory NETL) announces the availability of Program Research and Development Announcement Number (PRDA) No. DE-RA26-00NT40981 entitled Decontamination/Destruction Technology Demonstration for Organics in Transuranic Waste" on or about October 31, 2000. These activities are being sponsored under the Office of Environmental Management, Office of Science and Technology, Transuranic and Mixed Waste Focus Area. The objective of this Program Research and Development Announcement is to demonstrate technologies for the decontamination and/or destruction of organics in transuranic, plutonium-238 contaminated, heterogeneous waste. Incineration technologies are specifically excluded. This work will be performed in phases as follows: (1) Phase I Proof of Principle Cold Test (for all technologies),(2) Phase II Proof of Principle Actual Waste Test (for decontamination technologies), (3) Phase III 1/5th or Larger Scale Cold Test Demonstration (future option), and (4) Phase IV 1/5th or Larger Scale Qualification and Actual Waste Treatment (future option). The Phase I cold test demonstration of all the technologies including, oxidation/reduction and decontamination technologies will be conducted at the offeror's location. It is the intent of this solicitation that each offeror of oxidation/reduction technologies must propose for only Phase I technology cold test demonstration, and each offeror of decontamination technologies must propose for Phase I and Phase II proof of principle demonstration. Phases III and IV may be proposed as an optional effort. The Government may exercise the option based on the successful results of Phase I and II and applicability to the site needs. The Phase I, cold demonstration (with surrogate materials) of the oxidation/reduction technology should prove the effectiveness of the proposed technology to destroy organic constituents in a non-radioactive surrogate heterogeneous debris waste matrix that includes hazardous constituents. The Phase I, cold demonstration of the decontamination technology should prove the process viability and safety prior to proceeding to Phase II (decontamination proof of principle demonstration with real radioactive waste). The Phase II actual waste demonstration of the decontamination technology will be conducted in a containment cell at the Savannah River Site. Proposals submitted by, or substantially relying upon the technical expertise of another federal agency, a Federally Funded Research and Development Center (FFRDC), or a DOE M&O Contractor, are not desired, will not be evaluated, and will not be eligible for award under this solicitation. Explicit instructions for preparation of proposals will be set forth in the PRDA, as well as the criteria against which all proposals will be evaluated. Organizations with technologies to offer as demonstration candidates are encouraged to access this solicitation on the NETL Homepage PRDA No. DE-RA26-00NT40981 WILL BE MADE AVAILABLE ONLY VIA THE INTERNET for downloading as a WordPerfect 6.1 (Windows) file and/or as an ADOBE Portable Document Format (.pdf) file, and will be posted on the NETL Homepage at http://www.netl.doe.gov/business/solicit/" on or about October 31, 2000; the closing date for receipt of proposals will be approximately forty-five (45) calendar days after posting of the PRDA. Any amendments to the PRDA will also be posted on the NETL Homepage. In accordance with Federal Acquisition Regulation (FAR) 5.102 (a)(7), interested parties are advised that availability of this PRDA is limited to this electronic medium and DISTRIBUTION WILL NOT BE MADE VIA DISKETTE NOR IN PAPER COPY. All communications concerning the PRDA shall cite the PRDA number (DE-RA26-00NT40981) and be directed to Mr. James W. Huemmrich, Contract Specialist, at the address, telefacsimile (fax) number, or e-mail address set forth therein. All requests for explanation or interpretation of any part of the PRDA shall be submitted to the contract Specialist in writing in sufficient time to allow a reply to reach all prospective offerors before the submission of their offers. The information will be furnished as an amendment to the solicitation, if the information is necessary in submitting offers or if lack of it would be prejudicial to other prospective offerors.
