Description
LASP SOURCES SOUGHT SYNOPSIS The purpose of this notice is to (1) advise potential offerors that the release of the draft RFP for Laboratory for Astronomy and Solar Physics (LASP) support will be delayed until we determine the appropriate level of competition and/or small business goals for this requirement, (2) announce the posting of a draft Statement of Work (SOW) to provide continued support to NASA's Goddard Space Flight Center's Laboratory for Astronomy and Solar Physics, and (3) request small, small disadvantaged and women-owned small businesses to identify their capabilities. The Contractor shall provide support in two main areas 1. astronomical and solar physics scientific research; 2. design, development and operation of ultraviolet, optical, infrared, submillimeter, x-ray, and gamma ray detectors and imaging and spectroscopic instruments. In order to provide this support, it is necessary to provide support in the following related areas (as they apply specifically to areas 1. and 2. above): a. Scientific Data Processing; b. Data Analysis; c. Information Extraction Support; d. Multi-mission Data Archiving and Analysis; e. Computer System(s) Management; f. Systems Programming; g. Systems Development/Systems Engineering; h. Applications Software Development and Use; i. Data Base Creation and Data Archiving; j. Production Processing; k. IT Networking; l. Ground Support; m. User Support; and n. Engineering Support. NASA is seeking capabilities from small, small disadvantaged and women-owned small businesses for the purposes of determining the appropriate level of competition and/or small business goals for this requirement. The SIC Code is 541710 with a size standard of 500 employees. This notice requests small, small disadvantaged and women-owned small businesses to identify their capabilities. It is requested that capability statements specifically address your ability to satisfy the LASP Statement of Work in those areas listed in 1, 2, and a. through n. above. Your response must specifically address capabilities to support GSFC's LASP programs consisting of research in a broad range of science disciplines, including solar physics, space plasma physics, astrophysics, ultraviolet, optical, infrared and submillimeter astronomy. Your response must specifically address capabilities to develop the appropriate science discipline imaging and spectroscopic instruments. Your response must specifically address capabilities in the required research and information technology services a. through n. as they apply to items 1 and 2 above, and which include scientific data analysis; modeling and simulation of physical processes; development of flight project data systems, including field experiments; development of large-scale data management, archival and delivery systems; systems analysis and programming. In regards to engineering support, your response must specifically address capabilities in the engineering, technology development/research and network engineering areas as they relate to items 1, and 2 above. You will also be required to supply other general assistance functions, such as user support and consultation, special studies, reports, mission planning, outreach, and acquisition support, and capabilities in these areas should also be addressed. Two (2) copies of capability statements shall be submitted to the GSFC, Code 216, Greenbelt, MD 20771, Attn: Mary V. Stevens (301-286-6993, E-mail: Mary.V.Stevens.1@gsfc.nasa.gov) on or before October 16, 2000. To facilitate a prompt review by the NASA team, a one (1) page summary shall be affixed to the front of the capability statement submitted which identifies for the evaluator, by page and paragraph, your company's relevant capabilities. It is insufficient to provide only general brochures or generic information. Additionally, respondents shall provide to the Government the name, address, point of contact, and telephone number of at least three current customers in which similar research and information technology services are being provided.
